Only a broadcast that falls under one of the following items is protected under this Act:
放送は、次の各号のいずれかに該当するものに限り、この法律による保護を受ける。
the broadcast of a broadcaster that is a Japanese national;
any of the following broadcasts, other than one also set forth in the preceding two items:
the broadcast of a broadcaster that is the national of a contracting state of the Convention for the Protection of Performers, etc.;
a broadcast made from a broadcasting facility in a contracting state of the Convention for the Protection of Performers, etc.;
any of the following broadcasts, other than one also set forth in the preceding three items:
the broadcast of a broadcaster that is the national of a World Trade Organization member state;

「放送」
A transmission to the public (公衆送信) by radio communication, made so that the public receives the same content at the same time.

A person who carries on broadcasting (放送) as a business.

「国内」
The area in which this Act is in force, that is, Japan.

「実演家等保護条約」
Short name for the International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations (実演家、レコード製作者及び放送機関の保護に関する国際条約).
