A person who intends to operate a motor vehicle specified maintenance business must obtain certification from the Director of a District Transport Bureau for each type of motor vehicle specified maintenance business and each place of business at which specified maintenance is performed.
Certification of a motor vehicle specified maintenance business may be granted by designating the types of motor vehicles covered and otherwise limiting the scope of operations.
Conditions may be attached to certification of a motor vehicle specified maintenance business, and those conditions may be changed.

The conditions under the preceding paragraph must be limited to the minimum necessary for the proper performance of specified maintenance of motor vehicles by a person who has received certification of a motor vehicle specified maintenance business (hereinafter referred to as a "motor vehicle specified maintenance business operator"), and must not impose undue obligations on that motor vehicle specified maintenance business operator.
