The provisions of Article 59 of the Employment Insurance Act after the Article 2 amendment apply to a person who, in connection with job-seeking activities, has performed an act prescribed in any of the items of paragraph (1) of that Article on or after the effective date (excluding that act in the case where wide-area job-seeking activity expenses under the provisions of Article 59 of the Employment Insurance Act before the Article 2 amendment have been paid with regard to that act) (excluding a person who became a former elderly qualified recipient within one year before the effective date and who has not become an elderly qualified recipient, a qualified day worker recipient or a specially qualified recipient on or after the effective date), and with regard to the payment of wide-area job-seeking activity expenses to a person who carried out job-seeking activities over a wide area upon referral by the Public Employment Security Office before the effective date, the provisions then in force continue to govern.
