This Act comes into effect on April 1, 2010; provided, however, that the provisions revising Article 10-4, paragraph (3) and Article 14, paragraph (2) of the Employment Insurance Act and the provisions adding one paragraph to Article 22 of that Act in Article 1, the provisions of Article 2 (excluding the provisions revising Article 11 of the Supplementary Provisions of the Act on the Collection, etc. of Insurance Premiums of Labor Insurance), and the provisions of Article 4 of the Supplementary Provisions, the provisions of Article 5 of the Supplementary Provisions (excluding the provisions revising the proviso to Article 31, paragraph (2) of the Industrial Accident Compensation Insurance Act (Act No. 50 of 1947)), and the provisions of Article 6 and Article 9 through Article 12 of the Supplementary Provisions come into effect as of the date specified by Cabinet Order within a period not exceeding nine months from the date of promulgation.

The provisions of Article 6, items (i) through (iv) of the Employment Insurance Act do not apply to a person who became an insured person before the date on which this Act comes into effect (hereinafter referred to as the "effective date") and has continued to be employed in a covered undertaking by the same employer until the effective date, while the person continues to be employed in that covered undertaking on and after the effective date.

With regard to the payment of the special lump sum payment to a specially insured person in short-term employment prescribed in Article 38, paragraph (1) of the Employment Insurance Act prior to the amendment by Article 1 whose day of separation from service is before the effective date, or who continued to be employed in a covered undertaking by the same employer on and after the effective date and was separated from service, the provisions then in force continue to govern.

The provisions of Article 14, paragraph (2), item (ii) and Article 22, paragraph (5) of the new Act apply to a person whose day of separation from service is on or after the date on which the provisions prescribed in the proviso to Article 1 of the Supplementary Provisions come into effect.

With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.

Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
