The provisions of Article 23, paragraph (1) of the Supplementary Provisions of the new Employment Insurance Act apply to the amount to be borne by the national treasury for fiscal year 1992 and subsequent fiscal years. In this case, with regard to the amount to be borne by the national treasury for fiscal year 1992, the phrase "eight-tenths" in that paragraph is deemed to be replaced with "nine-tenths".
