With regard to the application of the provisions of Article 40, paragraph (1) of the new Employment Insurance Act concerning the amount of the special lump sum payment for a specially qualified recipient whose day of separation from service pertaining to the special recipient qualification is before the effective date (hereinafter referred to as a "former specially qualified recipient"), the phrase "qualified recipient prescribed in Article 15, paragraph (1)" in that paragraph is deemed to be replaced with "former qualified recipient prescribed in Article 3, paragraph (1) of the Supplementary Provisions of the Act Partially Amending the Employment Insurance Act, etc. (Act No. 54 of 1984)", and the phrase "Articles 16 through 18" with "that paragraph".
