Supplementary Provisions, Article 5

第五条（旧旅券等の紛失等に係る経過措置）

旧旅券等のうち一往復用の一般旅券の名義人が、当該旅券を紛失し、焼失し、又は著しく損傷した場合には、当該旅券については、新法第十条の規定は、適用しない。

前項の場合において、同項の一般旅券の名義人は、新法第三条の規定により旅券の発給を申請することができる。ただし、著しく損傷したことにより旅券の発給の申請をしようとする者は、当該著しく損傷した旅券を返納の上、申請しなければならない。

前項の規定により旅券の発給の申請があった場合における紛失し、又は焼失した旅券の効力については、新法第十八条第一項第五号中「渡航書」とあるのは、「旅券又は渡航書」とする。

渡航書（とこうしょ）
A travel document issued in place of a passport under Article 19-3(1) to a Japanese national abroad who wishes to return to Japan and who has no passport and must return urgently with no time to obtain one, cannot be issued a passport, or has returned a passport on an order under Article 19(1).

A passport or travel document (渡航書) issued or reissued under this Act as it stood before Act No. 23 of 1989 amended it and still valid when that Act came into effect, together with those issued or reissued under Article 3 of that Act's supplementary provisions (附則).
