旅券法

A travel document issued in place of a passport under Article 19-3(1) to a Japanese national abroad who wishes to return to Japan and who has no passport and must return urgently with no time to obtain one, cannot be issued a passport, or has returned a passport on an order under Article 19(1).
第十九条の三第一項に規定する渡航書
A passport issued to a person travelling abroad on government business, and to the spouse, child or employee who travels with that person or is later brought to join them where they are staying.

都道府県
The prefecture with jurisdiction over the place where a person travelling abroad from Japan on an ordinary passport (一般旅券) has their domicile or residence.

In Article 8(1) to (3), the person who applied under Article 3(1) for the ordinary passport (一般旅券) being handed over.
都道府県知事
The governor of the prefecture with jurisdiction over the place where a person travelling abroad from Japan on an ordinary passport (一般旅券) has their domicile or residence.

The head of the body to which a person travelling abroad from Japan on an official passport (公用旅券) belongs (for an accompanying or later-joining spouse, child or employee, the body of the person they go with): the Speaker of the House of Representatives, the President of the House of Councillors, the Chief Justice of the Supreme Court, the President of the Board of Audit, the Prime Minister or a Minister, or the Minister for Foreign Affairs where that person belongs to none of those bodies.

現有旅券
The ordinary passport (一般旅券) that a person applying for a new one under Article 10(1) or Article 11 currently holds.
通知
In Article 19-2, the written notice, required by Article 19(4), that the Minister for Foreign Affairs or a consular officer has decided to order the holder of an ordinary passport (一般旅券) to return it.
対象者
In Article 4, the person who seeks to be issued an official passport (公用旅券), for whom the request is made.

In Article 9(2), the person who seeks to have destinations added to an official passport (公用旅券), for whom the request is made.
A passport issued, reissued with changes (書換発行) or reissued under this Act as it stood before Act No. 105 of 1970 amended it, and still valid when that amending Act came into effect.
A region designated by the Minister for Foreign Affairs that a standard multiple-journey ordinary passport (一般旅券) does not cover; a person going there is issued a passport naming its destinations individually.

An ordinary passport (一般旅券) valid for the same period as remains on the applicant's current passport, which a person aged 18 or over may ask for when applying because the passport's details have changed (Article 10(1)) or its visa pages are full (Article 11, item (ii)).

一往復用一般旅券
In the supplementary provisions (附則) of Act No. 23 of 1995, the ordinary passport (一般旅券) described in the second sentence of Article 2 of the supplementary provisions of the Act Partially Amending the Passport Act (Act No. 23 of 1989): a passport carried over from before that 1989 Act that is valid for a single journey rather than multiple journeys.
限定発行の事由があるとき
Collectively, the cases where the Minister for Foreign Affairs or a consular officer issues an ordinary passport (一般旅券) to a person who already holds a valid passport (as the proviso to Article 4-2 allows), issues one with no electronic or magnetic record, or issues one to a person who falls under any item of Article 13(1).
A ruling, decision or other disposition on an administrative appeal.
An application or request concerning a passport, or an application concerning a travel document (渡航書), made under this Act as it stood before the Act Partially Amending the Passport Act (Act No. 23 of 1989) amended it.
