The rate obtained by dividing the insurance premium rate for appropriation to two-program costs (二事業費充当徴収保険率) — the part of the employment insurance rate (雇用保険率) that pays for the employment stabilization programs (雇用安定事業) and capability development programs (能力開発事業) under the Employment Insurance Act — by the employment insurance rate; Article 31, paragraph (1) uses it to work out the share of the premiums an insured person (被保険者) bears.
In Article 46, paragraph (1), one twelfth of the employees' old-age pension (老齢厚生年金), not counting the additional amount of pension under Article 44, paragraph (1) and the additional amount under Article 44-3, paragraph (4); added to the amount equivalent to total monthly remuneration (総報酬月額相当額), it decides how much of the pension is suspended while its beneficiary is insured, a Diet or local assembly member, or an employed person age 70 or over.
