一a person who fails to comply with the on-site instructions of a police officer as prescribed in the second sentence of Article 4 (Regulation of Traffic by the Public Safety Commission), paragraph (1) or with the prohibition or restriction of a police officer as under Article 6 (Regulation of Traffic by Officers), paragraph (4) (but only where the act was committed in connection with travel by vehicles or streetcars);

二a person who engages in conduct that constitutes a violation of Article 7 (Obligation to Obey Traffic Light Signals and Alternative Signals), Article 8 (Prohibition and Permission of Entry), paragraph (1), or Article 9 (Obligations of the Drivers of Vehicles When Entering onto pedestrian paths) (but only where the act was committed in connection with travel by vehicles or streetcars);

三a person violating Article 24 (Prohibition on Sudden Braking);

四a person engaging in conduct that constitutes a violation of Article 26 (Maintaining Distance between Vehicles) (but only when this takes place on a national expressway or limited highway);

五a person engaging in conduct that constitutes a violation of Article 30 (Places Where Passing Is Prohibited), Article 33 (Going Over Railroad Crossings) paragraph (1) or (2), Article 38 (Pedestrians' and Cyclists' Right of Way at Pedestrian and Bicycle Crossings), Article 42 (Places Where Vehicles Must Be Driven at Reduced Speeds), or Article 43 (Coming to a Stop at Designated Places);

六a person engaging in conduct that constitutes a violation of Article 17 (Traffic Distribution), paragraphs (1) through (4) or paragraph (6), Article 18 (Keeping to the Left When Proceeding Down a road; Related Considerations), paragraph (2) or (3), Article 25-2 (Prohibition on Cutting Across Roads and Other Such Maneuvers), paragraph (1), Article 28 (How to Pass), Article 29 (When Passing Is Prohibited), Article 31 (Stopping or Reducing Speed If Streetcars Are Stopped), Article 36 (Interacting with Other Vehicles and Streetcars at Intersections), paragraphs (2) through (4), Article 37-2 (Interacting with Other Vehicles and Streetcars in Roundabouts), Article 38-2 (Right of Way for Pedestrians at Intersections without pedestrian crossings), or Article 75-5 (Prohibition on Cutting Across Roads and Other Such Maneuvers);

七a person failing to comply with the orders of an officer under Article 50-2 (Measures against Illegal Stopping) (including as applied mutatis mutandis pursuant to Article 75-8 (Prohibition against Stopping and Parking), paragraph (2)) or Article 51 (Measures against Illegal Parking), paragraph (1) (including as applied mutatis mutandis pursuant to Article 75-8 (Prohibition against Stopping and Parking), paragraph (2));

八a person failing to comply with a stop by a police officer, refusing a police officer's request to present a certificate or document, or refusing or obstructing a police officer's measurements under Article 58-2 (Measuring Weight of Loads; Related Measures);

九a person failing to comply with the orders of a police officer under Article 58-3 (Order to Take Measures for Overloaded Vehicles), paragraph (1) or (2);

十a person failing to comply with a stop by a police officer or with a police officer's order under Article 61 (Hazard Prevention Measures);

十一a person who fails to comply with a stop by a police officer, refuses a police officer's request to present a certificate or document, or refuses or obstructs an inspection, under the first sentence of Article 63 (Vehicle Inspections; Other Measures), paragraph (1);

十二a person failing to comply with the orders of a police officer under Article 63 (Vehicle Inspections; Other Measures), paragraph (2);

十三a person failing to comply with a stop by a police officer under Article 67 (Hazard Prevention Measures), paragraph (1);

十四a person violating Article 70 (Safe Driving Obligations);

十五a person violating Article 71 (Rules to Be Observed by Drivers), item (ii), (ii)-3 or (iii);

十六a person violating Article 71-4-2 (Rules to Be Observed by Drivers of Motor Vehicles Equipped with an Automated Operation Device, and Related Matters), paragraph (1);

十七a person failing to report as prescribed in the second sentence of Article 72 (Measures in the Event of a Traffic Accident), paragraph (1);

十八a person failing to comply with the prohibition, restriction, or orders of a police officer under Article 75-3 (Hazard Prevention and Other Such Measures) (including where it is applied with the terms replaced pursuant to Article 75-24 (Special Rules for Specified Automated Operation));

十九a person violating Article 75-10 (Rules to Be Observed by Drivers of Motor Vehicles), for whom it becomes impossible to drive the motor vehicle in question on a main roadway or adjoining lane; or a person allowing an object loaded in or onto the motor vehicle to fall or be scattered on the national expressway or limited highway, in violation of that Article;

二十a person driving a motor vehicle or general motorized bicycle in violation of conditions attached or changed by a public safety commission pursuant to Article 91 (License Conditions) or Article 91-2 (Attaching License Conditions upon Application; Related Considerations), paragraph (2), or in violation of an order of a public safety commission under Article 107-4 (Special Fitness Screenings), paragraph (3).

一when the person drives a vehicle carrying a load in violation of Article 57 (Restrictions on Riding and Loading; Related Considerations), paragraph (1) (other than a case falling under Article 118, paragraph (2), item (i));

二when the person causes another person to drive, or drives, a vehicle or streetcar (other than a light road vehicle) in violation of Article 62 (Prohibition against Driving Improperly Maintained Vehicles);

三when the person violates Article 63-2-2 (Records by Operating Status Recording Devices; Related Considerations), paragraph (1) (including where it is applied with the terms replaced pursuant to Article 75-24 (Special Rules for Specified Automated Operation)) or paragraph (2);

四when the person violates Article 75 (Responsibilities of Motor Vehicle Users; Related Considerations), paragraph (1), item (vi) (other than a case falling under Article 118, paragraph (2), item (iv));

五when the person fails to comply with an order of a public safety commission pursuant to Article 75 (Responsibilities of Motor Vehicle Users; Related Considerations), paragraph (2) or Article 75-2 (Responsibilities of Motor Vehicle Users; Related Considerations), paragraph (1) or (2);

六when the person fails to make the report prescribed in the second sentence of Article 75-23 (Measures in Case of a Traffic Accident in Specified Automated Operation), paragraph (1) or the second sentence of paragraph (3) of that Article;

七when the person violates Article 76 (Prohibited Activities), paragraph (3) or Article 77 (Permission for Road Use), paragraph (1);

八where the person violates a condition that the chief of a police station has attached pursuant to Article 77 (Permission for Road Use), paragraph (3), or that the chief of a police station has changed or attached pursuant to paragraph (4) of that Article; or

九where the person fails to comply with the orders of the chief of a police station under Article 81 (Measures for Illegal Structures and Objects), paragraph (1), Article 81-2 (Measures for Spilled Loads), paragraph (1), or Article 82 (Measures to Prevent Hazards Posed by Roadside Structures and Objects), paragraph (1).
