第二条（準備行為）
The formulation of the guidelines prescribed in Article 30-2, paragraph (3) of the Act on Comprehensively Advancing Labor Measures, and Stabilizing the Employment of Workers, and Enriching Workers' Vocational Lives as amended by Article 3 (hereinafter referred to as the "new Act on Comprehensively Advancing Labor Measures") (including as applied by replacing terms pursuant to the provisions of Article 38, paragraph (2) of the new Act on Comprehensively Advancing Labor Measures), and the procedures and other acts necessary in connection therewith, may be carried out even before this Act comes into effect, in accordance with the provisions of Article 30-2, paragraphs (3) through (5) of the new Act on Comprehensively Advancing Labor Measures (including as those provisions are applied by replacing terms pursuant to the provisions of Article 38, paragraph (2) of the new Act on Comprehensively Advancing Labor Measures).
第三条の規定による改正後の労働施策の総合的な推進並びに労働者の雇用の安定及び職業生活の充実等に関する法律（以下「新労働施策総合推進法」という。）第三十条の二第三項（新労働施策総合推進法第三十八条第二項の規定により読み替えて適用する場合を含む。）に規定する指針の策定及びこれに関し必要な手続その他の行為は、この法律の施行前においても、新労働施策総合推進法第三十条の二第三項から第五項まで（これらの規定を新労働施策総合推進法第三十八条第二項の規定により読み替えて適用する場合を含む。）の規定の例により行うことができる。
