指針(ししん)

In Article 30-2, the guidelines the Minister of Health, Labour and Welfare sets on the measures employers must take under paragraphs (1) and (2) of that Article: preventing workplace behavior that rests on a relationship of superiority and goes beyond what is necessary and reasonable for the work from harming their workers' working environment, and not treating a worker unfavorably for seeking advice about it.

In Article 2 of the supplementary provisions (附則) to Act No. 79 of 2007, a foreign national (外国人) as defined in Article 8 of this Act as it stood under its former title (雇用対策法) and as Article 1 of Act No. 79 of 2007 amended it.

In Article 2 of the supplementary provisions (附則) to Act No. 63 of 2025, the guidelines provided for in Article 27-3, paragraph (2) of this Act as amended by Article 1 of that Act, on employers' measures to help workers receiving medical treatment balance it with work, which the Minister of Health, Labour and Welfare may set and publish before that provision comes into effect on 1 April 2026.

job-change benefits

職業転換給付金(しょくぎょうてんかんきゅうふきん)

The benefits, other than those paid under other laws and regulations, that the national government and prefectures may pay under Article 18 to job seekers, other workers or employers to help workers into jobs suited to their abilities: benefits for job seekers' job search and livelihood, for learning knowledge and skills, for the cost of searching over a wide area or of services that ease job search, for the cost of moving for a job or training, for training job seekers to adapt to the work environment, and others set by Cabinet Order (政令).

再就職援助計画(さいしゅうしょくえんじょけいかく)

A plan of measures to help workers find new jobs, which an employer must draw up under Article 24 before a downscaling or other change of its business (事業規模の縮小等) of a kind set by Ministry of Health, Labour and Welfare Order (厚生労働省令) that is expected to force a considerable number of workers at one place of business to leave their jobs.

職業紹介機関(しょくぎょうしょうかいきかん)

A public employment security office (公共職業安定所), including the head of a school that shares some of its work under the Employment Security Act; a local government running a free employment placement business under that Act; or anyone running an employment placement business under that Act with a license or after giving notice.

In Articles 3 and 4 of the supplementary provisions (附則) to Act No. 24 of 2019, an employer (事業主) other than the national government, a local government or an administrative execution agency (行政執行法人) that either has capital or total investment of no more than 300 million yen (50 million yen where its main business is retail or services, 100 million yen where it is wholesale), or regularly employs no more than 300 workers (50 where its main business is retail, 100 where it is wholesale or services).
