With regard to the application of the provisions of Article 40 of the new Employment Insurance Act to specially qualified recipients whose day of separation from service pertaining to the special recipient qualification is before the effective date (hereinafter referred to as "former specially qualified recipients"), the phrase "deemed to be a qualified recipient prescribed in Article 15, paragraph (1), Articles 16 through 18" in paragraph (1) of that Article is deemed to be replaced with "deemed to be a former qualified recipient prescribed in Article 3 of the Supplementary Provisions of the Act Partially Amending the Employment Insurance Act, etc. (Act No. 31 of 2003; referred to as the "amending Act" in the following paragraph), that Article", and the phrase "Article 17, paragraph (4)" in paragraph (2) of that Article is deemed to be replaced with "Article 17, paragraph (4) prior to the amendment by Article 1 of the amending Act".
