When a demand for confirmation under Article 8 of the Act has been made, and the Chief of the Public Employment Security Office finds that there is no fact pertaining to the demand, the Chief must give notice to that effect to the person who made the demand. In this case, where the person who made the demand, pertaining to confirmation of having become an insured person, is a person who has been issued an insured person's certificate, the Chief must return the submitted insured person's certificate to that person.
