第二条（国民に対する啓発等）
The national government and local government agencies must raise awareness regarding prevention of the act of infringing a copyright by undertaking, for private use (meaning the private use as provided in Article 30, paragraph (1) of the Copyright Act as amended under the provisions of Article 2 (hereinafter referred to as the "Copyright Act amended under Article 2")), the specified infringing reproduction (meaning the specified infringing reproduction as provided in item (iv) of the same paragraph; hereinafter the same applies in this paragraph), knowing that the relevant action constitutes the specified infringing reproduction (hereinafter referred to as a "specified act of infringement"), and take other necessary measures, so that the people are able to gain a deeper understanding of the importance of preventing specified acts of infringement.
The national government and local government agencies must enhance education regarding the prevention of specified acts of infringement in schools and in a variety of other settings, so that minors are able to gain a deeper understanding of the importance of preventing specified acts of infringement at every opportunity.
国及び地方公共団体は、未成年者があらゆる機会を通じて特定侵害行為の防止の重要性に対する理解を深めることができるよう、学校その他の様々な場を通じて特定侵害行為の防止に関する教育の充実を図らなければならない。
