Section 3 Regional Employment Revitalization Promotion Programs and Regional Revitalization Employment Creation Projects

一The following programs relating to proposals from the regional employment creation council prescribed in Article 6, paragraph (2), item (v) of the Act on Promotion of Job Opportunities in Certain Regions, which the Minister of Health, Labour and Welfare finds appropriate for contributing to the creation of employment in the approved voluntary employment creation area (meaning the approved voluntary employment creation area prescribed in Article 10, paragraph (1) of that Act; the same applies hereinafter in this item) are to be carried out:

イA program of responding to consultations from, and providing advice, guidance, courses and other assistance to, an employer of a place of business located in the approved voluntary employment creation area that intends to hire job seekers residing in that approved voluntary employment creation area in connection with advancing into a new field of business, starting a business or improving a business;

ロA program of providing courses and other assistance for the acquisition of the knowledge and skills necessary for employment or an occupation to job seekers residing in the approved voluntary employment creation area, or to persons who are to be employed as insured persons at a place of business located in that approved voluntary employment creation area and who reside in that approved voluntary employment creation area (such job seekers and persons are referred to as "job seekers, etc." in (c));

ハA program of collecting information on the outline of the business of a place of business located in the approved voluntary employment creation area, on job openings pertaining to that place of business and on the courses and other assistance prescribed in (b), providing it to job seekers, etc., and responding to consultations from, and providing advice, guidance and other assistance to, those job seekers, etc.; and

ニPrograms that contribute to the creation of employment in the approved voluntary employment creation area, in addition to those listed in (a) through (c);

二The following programs relating to proposals from a council (meaning a council in which the municipalities in an area, the prefecture that includes that area within its jurisdiction, the employers' organizations of that area and other persons concerned in the area examine measures for the creation of employment) in an area designated by the Minister of Health, Labour and Welfare as an area where employment opportunities are likely to be insufficient owing to population decline or other reasons and where it is found to be particularly necessary to increase employment opportunities (hereinafter in this item referred to as a "depopulated or similar area for job creation"), which the Minister of Health, Labour and Welfare finds appropriate for contributing to the creation of employment in that depopulated or similar area for job creation, are to be carried out:

イA program of responding to consultations from, and providing advice, guidance, courses and other assistance to, an employer of a place of business located in the depopulated or similar area for job creation that intends to hire job seekers in connection with advancing into a new field of business, starting a business or improving a business;

ロA program of providing courses and other assistance for the acquisition of the knowledge and skills necessary for employment or an occupation to job seekers or persons who are to be employed as insured persons at a place of business located in the depopulated or similar area for job creation (referred to as "job seekers, etc." in (c));

ハA program of collecting information on the outline of the business of a place of business located in the depopulated or similar area for job creation, on job openings pertaining to that place of business and on the courses and other assistance prescribed in (b), providing it to job seekers, etc., and responding to consultations from, and providing advice, guidance and other assistance to, those job seekers, etc.; and

ニPrograms that contribute to the creation of employment in the depopulated or similar area for job creation, in addition to those listed in (a) through (c).
