When a moving-out notification has been made (excluding when the main clause of Article 24-2, paragraph (1) of the Act or the main clause of paragraph (2) of that Article applies, or when the person moves out of Japan), the mayor of the municipality must issue a certificate of moving out.
市町村長は、転出届があつたとき（法第二十四条の二第一項本文若しくは同条第二項本文の規定の適用を受けるとき又は国外に転出をするときを除く。）は、転出証明書を交付しなければならない。
A person who has been issued a certificate of moving out may receive reissuance of it if the person has lost, destroyed, soiled or damaged it.
