A public safety commission must, pursuant to Cabinet Office Order, notify a target young driver in writing, promptly after the person has committed an act, in driving a motor vehicle or motorized bicycle, that violates a provision of this Act, an order under this Act, or a measure under this Act and that act has come to meet the criteria that Cabinet Order prescribes which are referred to in Article 102-3, that the training prescribed in Article 108-2, paragraph (1), item (xiv) (hereinafter referred to as "young driver training") is to be conducted.
