第十一条（国民の意見の聴取等）
The Minister of Health, Labour and Welfare may, even before the Effective Date, in the following cases, publicize the purport, contents and other necessary matters, and broadly seek the opinions of the public, or hear the opinions of the Food Safety Commission:
厚生労働大臣は、施行日前においても、次に掲げる場合には、その趣旨、内容その他の必要な事項を公表し、広く国民の意見を求め、又は食品安全委員会の意見を聴くことができる。
when intending to establish the Order of the Ministry of Health, Labour and Welfare under Article 50-2, paragraph (1) or Article 50-3, paragraph (1) of the New Food Sanitation Act.
新食品衛生法第五十条の二第一項又は第五十条の三第一項の厚生労働省令を定めようとするとき。
The Minister of Health, Labour and Welfare may, even before the Effective Date, when intending to designate designated ingredients, etc. prescribed in Article 8, paragraph (1) of the New Food Sanitation Act pursuant to that paragraph, or to establish the quantity unlikely to harm human health prescribed in the proviso to Article 18, paragraph (3) of the New Food Sanitation Act, publicize the purport, contents and other necessary matters, and broadly seek the opinions of the public, or hear the opinions of the Food Safety Commission or the Pharmaceutical Affairs and Food Sanitation Council.
厚生労働大臣は、施行日前においても、新食品衛生法第八条第一項の規定により同項に規定する指定成分等を指定しようとするとき、又は新食品衛生法第十八条第三項ただし書に規定する人の健康を損なうおそれのない量を定めようとするときは、その趣旨、内容その他の必要な事項を公表し、広く国民の意見を求め、又は食品安全委員会若しくは薬事・食品衛生審議会の意見を聴くことができる。
The Minister of Health, Labour and Welfare may, even before the item (iii) Effective Date, when intending to establish the Order of the Ministry of Health, Labour and Welfare under Article 54 of the item (iii) New Food Sanitation Act, publicize the purport, contents and other necessary matters, or broadly seek the opinions of the public.
厚生労働大臣は、第三号施行日前においても、第三号新食品衛生法第五十四条の厚生労働省令を定めようとするときは、その趣旨、内容その他の必要な事項を公表し、又は広く国民の意見を求めることができる。
