In Paragraph 4 of the supplementary provisions (附則) of Act No. 79 of 1966, the date from which Article 70 as amended by that Act applies to the State's share of the costs of benefits for medical treatment (療養の給付) and medical expenses (療養費) for insured persons other than householders (世帯主): 1 April 1966 for a municipality that had their co-payment (一部負担金) ratio at three-tenths or less on that date and received a subsidy under Article 74 in fiscal 1965 for doing so, 1 January 1967 for one that had it at three-tenths or less on that date with the approval of the Minister of Health and Welfare (厚生大臣), and 1 January 1968 for every other municipality.
