Goods that have been used, goods never used but traded for use, or either of these after some repair — including works of art and gift certificates, passenger tickets, postage stamps and similar vouchers or other things a Cabinet Order (政令) sets, but not large machinery such as ships, aircraft and machine tools that a Cabinet Order specifies.

古物競りあつせん業
A business, other than running a secondhand goods market (古物市場), that brokers dealings between people who want to buy or sell secondhand goods (古物) by an auction method a Cabinet Order (政令) sets, such as one run through a computer system (電子情報処理組織) that order specifies.

新法許可
In Article 3 of the supplementary provisions (附則) of Act No. 21 of 2018, a permit (許可) under Article 3 of the Secondhand Goods Business Act as amended by that Act, from the Public Safety Commission (公安委員会) with jurisdiction over where the main place of business (営業所) or secondhand goods market (古物市場) is.

古物競りあつせん業者
A person who runs a secondhand goods auction brokerage (古物競りあつせん業): a business brokering sales of secondhand goods (古物) by an auction method a Cabinet Order (政令) sets.
古物競りあつせん業を営む者
In the supplementary provisions (附則) of Act No. 66 of 1995, a person who held a former Act permit (旧法許可) when that Act came into effect and whom Article 3, paragraph (1) of those provisions therefore treats as holding a permit (許可) under Article 3 of the Secondhand Goods Business Act as amended by Act No. 66 of 1995.
In Article 3, paragraph (2) of the supplementary provisions (附則) of Act No. 21 of 2018, a secondhand goods dealer (古物商) or secondhand goods market owner (古物市場主) that Article 2, paragraph (3) of those provisions treats as holding a new Act permit (新法許可): one that, before that Act came into effect, notified the Public Safety Commission (公安委員会) of its places of business or markets under Article 2, paragraph (1) of those provisions, held a permit under Article 3 of this Act as it stood before that Act, and changed nothing it had notified before the day before that Act came into effect.

An agent, employee or other worker of a secondhand goods dealer (古物商); later provisions use the term for the agents and workers of others too, such as a secondhand goods market owner (古物市場主).
In the supplementary provisions (附則) of Act No. 66 of 1995, a permit (許可) under Article 2, paragraph (1) or Article 3 of the Secondhand Goods Business Act as it stood before that Act amended it, from the Prefectural Public Safety Commission (都道府県公安委員会) with jurisdiction over the area where the place of business (営業所) or market for the business is.

A store set up for the time being somewhere other than a place of business (営業所), of a kind that can easily be moved.

The Superintendent General (警視総監), who heads the police of Tokyo, the chief of the police headquarters of any other prefecture (道府県警察本部長), or the chief of a police station (警察署長).
In Article 12, paragraphs (2) and (3), a secondhand goods dealer (古物商) that uses the method in Article 5, paragraph (1), item (vi): making information on the secondhand goods (古物) it handles available for the public to view by automatic transmission over a telecommunications line, and taking offers to trade by a means of communication set by National Public Safety Commission Rules (国家公安委員会規則).

An office (事務所) of a secondhand goods auction broker (古物競りあつせん業者), such as the office that is the base of its business; for a broker with no office, its domicile or residence (住所又は居所) counts as that office.

氏名等
In Article 12, paragraph (3), a secondhand goods dealer's (古物商) or secondhand goods market owner's (古物市場主) name, the name of the Public Safety Commission (公安委員会) that granted its permit (許可), and its permit number — the details Article 12, paragraph (2) deals with making available for the public to view over a telecommunications line.
In the supplementary provisions of Act No. 87 of 1999, work of the State, of another local government or of another public body that an organ of a local government managed or carried out under an Act (法律) or a Cabinet Order (政令) before that Act comes into effect, which the local government then handles as its own affairs.
