①The following persons (excluding the State and incorporated administrative agencies (limited to incorporated administrative agencies prescribed in Article 2, paragraph (1) of the Act on General Rules for Incorporated Administrative Agencies (Act No. 103 of 1999) that are specified by Cabinet Order in consideration of the content of their operations and other circumstances; the same applies in item (viii)); the same applies in the following paragraph) must pay a fee in an amount specified by Cabinet Order in consideration of actual costs to the State (to the Organization, where a person set forth in item (iv), item (x) or item (xi) files the application with the Organization):

②A person who applies for a new inspection, continuing inspection, inspection for change of structure, etc. or preliminary inspection must pay to the State (to the Organization, where the application is filed with the Organization) a fee in an amount specified by Cabinet Order in consideration of actual costs (excluding actual costs relating to the management of technical information for examination), and to the Agency a fee in an amount specified by Cabinet Order in consideration of actual costs relating to the management of technical information for examination, respectively.

③Among the persons prescribed in the preceding paragraph, a person who intends to undergo a standards conformity examination conducted by the Agency must, notwithstanding the provisions of that paragraph, pay to the State a fee in an amount specified by Cabinet Order in consideration of actual costs relating to the issuance of the motor vehicle inspection certificate, and to the Agency a fee in an amount specified by Cabinet Order in consideration of actual costs relating to the standards conformity examination, respectively.

④A person set forth in each of the following items must pay to the State a fee in an amount specified by Cabinet Order in consideration of actual costs (excluding actual costs relating to the examination prescribed in the respective item), and to the Agency a fee in an amount specified by Cabinet Order in consideration of actual costs relating to the examination prescribed in the respective item, respectively:

⑤Payment of the fee referred to in paragraph (1) by a person set forth in items (i) through (iv), item (vii), item (viii) or items (x) through (xii) of that paragraph, payment of the fees referred to in that paragraph and paragraph (3) by a person prescribed in paragraph (2), and payment of the fee referred to in paragraph (4) by a person set forth in the items of that paragraph must be made, except in the case of payment to the Agency or the Organization, by means of motor vehicle inspection and registration revenue stamps, as provided by Order of the Ministry of Land, Infrastructure, Transport and Tourism; provided, however, that where a request under paragraph (1), item (viii) is made, payment may be made in cash, as provided by Order of the Ministry of Land, Infrastructure, Transport and Tourism.

⑥If a person who makes the request referred to in paragraph (1), item (viii), or a person who files an application, etc. under the items of paragraph (1) (excluding item (viii)), paragraph (2) or the items of paragraph (4) by using the electronic data processing system prescribed in Article 6, paragraph (1) of the Act on the Advancement of Government Administration Processes That Utilize Information and Communications Technology (Act No. 151 of 2002) pursuant to that paragraph, does not pay the fee within the period specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism, the Minister of Land, Infrastructure, Transport and Tourism (where Article 74-4 applies, the Organization) may dismiss the application, etc., as provided by Order of the Ministry of Land, Infrastructure, Transport and Tourism.

⑦Fees under paragraphs (1) and (2) that are paid to the Organization constitute revenue of the Organization.

⑧Fees under paragraphs (2) through (4) that are paid to the Agency constitute revenue of the Agency.
