Ministerial Order to Provide for the Method of Notification Prescribed in Article 30-20 of the Order for the Enforcement of the Residential Basic Book Act and Article 24, Paragraph (3) of the Immigration Control and Refugee Recognition Act Enforcement Order
住民基本台帳法施行令第三十条の二十及び出入国管理及び難民認定法施行令第二十四条第三項に規定する通知の方法を定める省令
Pursuant to the provisions of Article 30-31 of the Order for the Enforcement of the Residential Basic Book Act (Cabinet Order No. 292 of 1967), Article 6, paragraph (3) of the Immigration Control and Refugee Recognition Act Enforcement Order (Cabinet Order No. 178 of 1998), and Article 21, paragraph (2) of the Cabinet Order on the Arrangement of Related Cabinet Orders and on Transitional Measures upon the Enforcement of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan, and Other Matters (Cabinet Order No. 421 of 2011), the Ministerial Order to Provide for the Method of Notification Prescribed in Article 30-31 of the Order for the Enforcement of the Residential Basic Book Act and Article 6, Paragraph (3), etc. of the Immigration Control and Refugee Recognition Act Enforcement Order is established as follows.
住民基本台帳法施行令（昭和四十二年政令第二百九十二号）第三十条の三十一並びに出入国管理及び難民認定法施行令（平成十年政令第百七十八号）第六条第三項及び出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律の施行に伴う関係政令の整備及び経過措置に関する政令（平成二十三年政令第四百二十一号）第二十一条第二項の規定に基づき、住民基本台帳法施行令第三十条の三十一及び出入国管理及び難民認定法施行令第六条第三項等に規定する通知の方法を定める省令を次のように定める。
第一条（住民基本台帳法施行令第三十条の二十に規定する通知の方法）
The method specified by Order of the Ministry of Internal Affairs and Communications and the Ministry of Justice prescribed in Article 30-20 of the Order for the Enforcement of the Residential Basic Book Act is any of the following methods.
住民基本台帳法施行令第三十条の二十に規定する総務省令・法務省令で定める方法は、次のいずれかの方法とする。
a method whereby the Commissioner of the Immigration Services Agency, by operating a computer (including input/output devices; the same applies hereinafter) used by the Commissioner, transmits through a telecommunications line to a computer that the Commissioner allows the mayor of the municipality (in the case of a special ward, the mayor of the ward; the same applies in the following Article) to use;
出入国在留管理庁長官の使用に係る電子計算機（入出力装置を含む。以下同じ。）の操作により電気通信回線を通じて出入国在留管理庁長官が市町村長（特別区にあっては、区長。次条において同じ。）に使用させる電子計算機に送信する方法
a method of sending an electronic or magnetic recording medium (meaning a recording medium pertaining to an electronic or magnetic record; the same applies in the following Article) or a document (limited to the case where the method set forth in the preceding item cannot be used due to a failure of a telecommunications line or other grounds).
Technical standards concerning the method of transmission through a telecommunications line prescribed in item (i) of the preceding paragraph are specified by the Minister for Internal Affairs and Communications and the Commissioner of the Immigration Services Agency.
前項第一号に規定する電気通信回線を通じた送信の方法に関する技術的基準については、総務大臣及び出入国在留管理庁長官が定める。
第二条（出入国管理及び難民認定法施行令第二十四条第三項に規定する通知の方法）
The method specified by Order of the Ministry of Internal Affairs and Communications and the Ministry of Justice prescribed in Article 24, paragraph (3) of the Immigration Control and Refugee Recognition Act Enforcement Order is any of the following methods.
出入国管理及び難民認定法施行令第二十四条第三項に規定する総務省令・法務省令で定める方法は、次のいずれかの方法とする。
a method whereby the mayor of the municipality, by operating a computer that the Commissioner of the Immigration Services Agency allows the mayor to use, transmits through a telecommunications line to a computer used by the Commissioner;
出入国在留管理庁長官が市町村長に使用させる電子計算機の操作により電気通信回線を通じて出入国在留管理庁長官の使用に係る電子計算機に送信する方法
a method of sending an electronic or magnetic recording medium or a document (limited to the case where the method set forth in the preceding item cannot be used due to a failure of a telecommunications line or other grounds).
Technical standards concerning the method of transmission through a telecommunications line prescribed in item (i) of the preceding paragraph are specified by the Minister for Internal Affairs and Communications and the Commissioner of the Immigration Services Agency.
