If the Minister of Health, Labour and Welfare has had employment placement activities carried out as a measure to promote employment in other areas pursuant to the provisions of Article 3 of the former Act on Temporary Measures concerning the Stabilization of Employment of Coal Mine Workers, etc. (Act No. 199 of 1959), which remains in force pursuant to the provisions of Article 4 of the Supplementary Provisions of the Act on the Arrangement of Relevant Acts upon the Completion of the Structural Adjustment of the Coal Mining Industry, etc. (Act No. 16 of 2000), then with regard to the application of the provisions of Article 25, the Minister of Health, Labour and Welfare is deemed to have had the wide area employment placement activities prescribed in paragraph (1) of the same Article carried out.
