Judicial enforcement against a vessel of not less than twenty tons gross (excluding oar or paddle watercrafts or any other craft that uses solely or mainly oars or paddles for propulsion; referred to as a "vessel" in this Section and the following Chapter) (referred to as "vessel enforcement" below) is carried out through a compulsory auction.
