This Act comes into effect on October 1, 2001; provided, however, that the provisions of Articles 1 and 6, the following Article (excluding the second sentence of paragraph (2)), Article 6 of the Supplementary Provisions, Article 11 of the Supplementary Provisions (excluding the provisions amending item (xx)-13 of Appended Table 1 of the Act on Public Consultants on Social and Labour Insurance (Act No. 89 of 1968)), and Article 12 of the Supplementary Provisions come into effect on June 30 of the same year.

In addition to what is provided for in these Supplementary Provisions, the transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.

With regard to the application of penal provisions to conduct engaged in before this Act (or, for the provisions prescribed in the proviso to Article 1 of the Supplementary Provisions, those provisions; the same applies hereinafter) comes into effect and to conduct engaged in after this Act comes into effect in the case where the provisions then in force are to remain applicable pursuant to the provisions of Article 2, paragraph (3) and Article 4, paragraph (1) of the Supplementary Provisions, the provisions then in force continue to govern.
