Supplementary Provisions

①This Act comes into effect on the date of promulgation.

②The provisions of the Acts as amended by this Act (excluding the provisions of Article 11, Article 12 and Article 34 of this Act) relating to the special rules for each fiscal year from fiscal year 1986 to fiscal year 1988, and the provisions relating to the special rules for fiscal year 1986 and fiscal year 1987, apply to State burdens (including the burdens of prefectures or municipalities relating to those State burdens; the same applies hereafter in this paragraph) or subsidies (excluding State burdens or subsidies to be paid in fiscal year 1986 or a later fiscal year as a result of the performance of affairs or projects in fiscal year 1985 or earlier, and State burdens or subsidies that are to be paid in fiscal year 1986 or a later fiscal year on the basis of acts incurring obligations on the national treasury in fiscal year 1985 or earlier) relating to the budget for each fiscal year from fiscal year 1986 to fiscal year 1988 (in the case of those relating to the special rules for fiscal year 1986 and fiscal year 1987, fiscal year 1986 and fiscal year 1987; the same applies hereafter in this paragraph), and to State burdens or subsidies to be paid in fiscal year 1989 (in the case of those relating to the special rules for fiscal year 1986 and fiscal year 1987, fiscal year 1988; the same applies hereafter in this paragraph) or a later fiscal year as a result of the performance of affairs or projects in each fiscal year from fiscal year 1986 to fiscal year 1988, State burdens or subsidies that are to be paid in fiscal year 1989 or a later fiscal year on the basis of acts incurring obligations on the national treasury in each fiscal year from fiscal year 1986 to fiscal year 1988, and State burdens or subsidies relating to the expenditure budget for each fiscal year from fiscal year 1986 to fiscal year 1988 that are to be carried over to fiscal year 1989 or a later fiscal year, and the provisions then in force continue to govern State burdens or subsidies to be paid in fiscal year 1986 or a later fiscal year as a result of the performance of affairs or projects in fiscal year 1985 or earlier, State burdens or subsidies that are to be paid in fiscal year 1986 or a later fiscal year on the basis of acts incurring obligations on the national treasury in fiscal year 1985 or earlier, and State burdens or subsidies relating to the expenditure budget for fiscal year 1985 or earlier that have been carried over to fiscal year 1986 or a later fiscal year.
