一The following expenses concerning public assistance provided by the mayor pursuant to the provisions of Article 19, paragraph (1) (including public assistance provided by being entrusted pursuant to the provisions of paragraph (5) of the same Article):

イExpenses required for implementing public assistance (hereinafter referred to as "public assistance expenses")

ロIn the case of having a public assistance recipient admitted into a public assistance facility or entrusting such admission to a public assistance facility, or having a public assistance recipient use a public assistance facility or entrusting such actions to a public assistance facility pursuant to the provisions of the proviso to Article 30, paragraph (1), Article 33, paragraph (2), or Article 36, paragraph (2), the office expenses of the public assistance facility that would be required in connection with such actions (hereinafter referred to as the "office expenses for a public assistance facility")

ハIn the case of having a public assistance recipient admitted into a residential facility for daily living support or any other appropriate facility, entrusting such admission to any of these facilities, or entrusting nursing care to the home of a private individual pursuant to the provisions of the proviso to Article 30, paragraph (1), the office expenses that would be required in connection with such actions (hereinafter referred to as the "office expenses for entrustment")

二Public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment concerning public assistance provided to a person whose place of residence is within the jurisdictional district of the welfare office under the management of the mayor, by a prefectural governor or another municipal mayor pursuant to the provisions of Article 19, paragraph (2) (including public assistance provided by being entrusted pursuant to the provisions of paragraph (5) of the same Article)

三Public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment concerning public assistance provided to a person whose place of residence is within the jurisdictional district of the welfare office under the management of the mayor, by another mayor of a town or village pursuant to the provisions of Article 19, paragraph (6)

四Expenses required for the equipment of public assistance facilities the municipality has established (hereinafter referred to as the "equipment expenses")

五Expenses required for the payment of the benefit for employment and self-support made by the head thereof pursuant to the provisions of Article 55-4, paragraph (1) (including that made upon entrustment pursuant to paragraph (3) of that Article) and the payment of the school enrollment and job-search preparation benefit made by the head thereof pursuant to the provisions of Article 55-5, paragraph (1) (including that made upon entrustment pursuant to Article 55-4, paragraph (3) as applied mutatis mutandis pursuant to Article 55-5, paragraph (2))

六Expenses required for the implementation of the employment support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-7 and the health management support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-8

七Expenses required for the implementation of the career path support programme for children, the employment preparation support programme for public assistance recipients, the household finance improvement support programme for public assistance recipients and the community living support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-10

八Personnel expenses required in connection with the enforcement of this Act

九Office expenses required in connection with the enforcement of this Act (hereinafter referred to as the "administrative office expenses")

一Public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment concerning public assistance provided by the governor pursuant to the provisions of Article 19, paragraph (1) (including public assistance provided by being entrusted pursuant to the provisions of paragraph (5) of the same Article)

二Public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment concerning public assistance provided to a person whose place of residence is within the jurisdictional district of a welfare office under the management of the governor, by another prefectural governor or a municipal mayor pursuant to the provisions of Article 19, paragraph (2) (including public assistance provided by being entrusted pursuant to the provisions of paragraph (5) of the same Article)

三Public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment concerning public assistance provided to a person whose current location is within the jurisdictional district of the welfare office under the management of the governor (excluding a person who has a place of residence outside said jurisdictional district), by a mayor of a town or village pursuant to the provisions of Article 19, paragraph (6)

四Equipment expenses for public assistance facilities the prefecture has established

五Expenses required for the payment of the benefit for employment and self-support made by the head thereof pursuant to the provisions of Article 55-4, paragraph (1) (including that made upon entrustment pursuant to paragraph (3) of that Article) and the payment of the school enrollment and job-search preparation benefit made by the head thereof pursuant to the provisions of Article 55-5, paragraph (1) (including that made upon entrustment pursuant to Article 55-4, paragraph (3) as applied mutatis mutandis pursuant to Article 55-5, paragraph (2))

六Expenses required for the implementation of the employment support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-7 and the health management support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-8

七Expenses required for the implementation of the career path support programme for children, the employment preparation support programme for public assistance recipients, the household finance improvement support programme for public assistance recipients and the community living support programme for public assistance recipients conducted by the head thereof pursuant to the provisions of Article 55-10

八Personnel expenses required in connection with the enforcement of this Act

九Administrative office expenses required in connection with the enforcement of this Act

一A quarter of the amount of the public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment paid by a municipality for a public assistance recipient who does not have a place of residence or whose place of residence is unclear

二A quarter of the amount of the public assistance expenses, office expenses for a public assistance facility, and office expenses for entrustment paid for a public assistance recipient in a facility providing accommodation or a maternal and child living support facility prescribed in Article 38 of the Child Welfare Act (Act No. 164 of 1947) (referred to as a "maternal and child living support facility" in item (iv); excluding a public assistance recipient who has had a place of residence within the district of the municipality where said facility is located since prior to the start of his/her use of said facility; the same applies in that item) by the municipality where said facility is located

三A quarter of the amount of the expenses for the benefit for employment and self-support (meaning expenses required for the payment of the benefit for employment and self-support; the same applies hereinafter) and the expenses for the school enrollment and job-search preparation benefit (meaning expenses required for the payment of the school enrollment and job-search preparation benefit; the same applies hereinafter) paid by a municipality for a public assistance recipient who does not have a place of residence or whose place of residence is unclear

四A quarter of the amount of the expenses for the benefit for employment and self-support and the expenses for the school enrollment and job-search preparation benefit paid for a public assistance recipient in a facility providing accommodation or a maternal and child living support facility by the municipality where said facilities are located

一When use of the public assistance facility proves to be extremely effective for public assistance of the public assistance recipient in the area

二When no public assistance facility of the same type has been established by the prefecture or municipality in that area, or even if there has been, the facility has no spare capacity in terms of space or service

一The Minister of Health, Labour and Welfare may order the public assistance facility to report on the matters found to be necessary with regard to the state of its operations or accounting.

二The Minister of Health, Labour and Welfare or a prefectural governor may, when he/she finds the budget of the public assistance facility to be inappropriate for achieving the intended effect of public assistance, instruct that necessary changes should be made with regard to said budget.

三The Minister of Health, Labour and Welfare or a prefectural governor may, when an employee of the public assistance facility has violated this Act, an order based on this Act, or a disposition based on this Act or such order, instruct that said employee should be removed.
