附 則
Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on the date of promulgation; provided, however, that the provisions set forth in the following items come into effect on the dates specified respectively in those items:
この法律は、公布の日から施行する。ただし、次の各号に掲げる規定は、それぞれ当該各号に定める日から施行する。

the provisions of Article 2 (excluding the provisions amending Article 2, paragraph (3), item (v) of the Social Welfare Act), Articles 5, 7 and 10, the provisions of Article 13 amending Article 84-3 of the Public Assistance Act (excluding the part replacing "are accommodated" with "are admitted"), the provisions of Articles 11 through 14, Articles 17 through 19, Article 22, Article 32 and Article 35 of the Supplementary Provisions, the provisions of Article 39 of the Supplementary Provisions amending Article 2, paragraph (2), item (i) of the Act on Special Measures concerning National Property (excluding the part replacing "Social Welfare Service Act" with "Social Welfare Act") and the provisions making item (v) of that paragraph item (vii), item (iv) of that paragraph item (vi) and item (iii) of that paragraph item (v), and adding two items after item (ii) of that paragraph, the provisions of Article 40 of the Supplementary Provisions, the provisions of Article 41 of the Supplementary Provisions amending Article 25 of the Act on Social Welfare for the Elderly (Act No. 133 of 1963) (excluding the part replacing "Article 56, paragraph (2) of the Social Welfare Service Act" with "Article 58, paragraph (2) of the Social Welfare Act"), and the provisions of Article 52 of the Supplementary Provisions (excluding the provisions amending Article 56 of the Act for Enforcement of the Long-Term Care Insurance Act (Act No. 124 of 1997)): April 1, 2003

Supplementary Provisions, Article 2Review
第二条（検討）
In the case where ten years have elapsed after this Act comes into effect, the government is to examine the state of enforcement of the provisions of this Act and take necessary measures based on the results.
政府は、この法律の施行後十年を経過した場合において、この法律の規定の施行の状況について検討を加え、その結果に基づいて必要な措置を講ずるものとする。
Supplementary Provisions, Article 28Transitional Measures Concerning Penal Provisions
第二十八条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the case where the provisions then in force are to remain in force pursuant to the provisions of Article 26 of the Supplementary Provisions, the provisions then in force continue to govern.
この法律の施行前にした行為及び附則第二十六条の規定によりなおその効力を有することとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 29Delegation of Other Transitional Measures to Cabinet Order
第二十九条（その他の経過措置の政令への委任）
Beyond what is provided for in Article 3 through the preceding Article of the Supplementary Provisions, transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.
附則第三条から前条までに規定するもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。
