In Article 24, paragraphs (2) and (3) of the supplementary provisions (附則) of Act No. 31 of 2015, the national plan for the optimization of medical expenses (全国医療費適正化計画) made under the Act on Assurance of Medical Care for Elderly People as it stood before Article 9 of that Act amended it, which is treated as the new national plan (新全国計画) until that plan is drawn up.

Article 4(1) treats such an act that the Minister of Justice (法務大臣) or a Director of a Regional Immigration Bureau (地方入国管理局長) did under the laws, including orders made under them, as they stood before that Act came into effect, where the laws as that Act amended them have a corresponding provision for such an act by the Commissioner of the Immigration Services Agency (出入国在留管理庁長官) or a Director of a Regional Immigration Services Bureau (地方出入国在留管理局長), as done by that Commissioner or Director under that provision from the day that Act comes into effect, unless laws and regulations (法令) provide otherwise.

Article 4(2) treats such an act made to the Minister of Justice (法務大臣) or a Director of a Regional Immigration Bureau (地方入国管理局長) under the laws, including orders made under them, as they stood before that Act and still pending when it came into effect, where the laws as that Act amended them have a corresponding provision for such an act made to the Commissioner of the Immigration Services Agency (出入国在留管理庁長官) or a Director of a Regional Immigration Services Bureau (地方出入国在留管理局長), as made to that Commissioner or Director under that provision from the day that Act comes into effect, unless laws and regulations (法令) provide otherwise.
