When a police officer finds that the driver of a motor vehicle or general motorized bicycle has committed an act in connection with driving a motor vehicle or general motorized bicycle that falls under the penal provisions of this Act, the officer may, at the scene and pursuant to Cabinet Office Order, order that person, specifying a date, time, and place, to appear in order to undergo confirmation of the facts relating to the grounds set forth in Article 103, paragraph (1), item (v) and other necessary measures.
