第三条
An employer that intends to purchase employment insurance stamps on or after April 1, 1989 must receive issuance of the employment insurance stamp purchase book prescribed in Article 42, paragraph (1) of the New Rules (hereinafter referred to as the "new purchase book") between March 1 and the end of that month of the same year. In this case, with regard to the application of Article 42, paragraph (2) of the New Rules, the new purchase book is deemed to have been issued on April 1, 1989.
平成元年四月一日以後雇用保険印紙を購入しようとする事業主は、同年三月一日から同月末日までの間に、新規則第四十二条第一項に規定する雇用保険印紙購入通帳（以下「新通帳」という。）の交付を受けなければならない。この場合において、新規則第四十二条第二項の規定の適用については、新通帳は平成元年四月一日に交付されたものとみなす。
The employment insurance stamp purchase book under Article 42, paragraph (1) of the Former Rules may, until March 31, 1989, continue to be in the former form.
旧規則第四十二条第一項の規定による雇用保険印紙購入通帳は、平成元年三月三十一日までの間、なお従前の様式によることができる。
