①A person who newly began running a hotel business during the period from January 1, 1948 until the day on which this Act comes into effect, and who is actually running it at the time this Act comes into effect, may continue to run it for two months from the day on which this Act comes into effect, notwithstanding the provisions of Article 3, paragraph (1).

②A person falling under the provisions of the preceding paragraph must notify the prefectural governor to that effect within two months after this Act comes into effect.

③Persons who have given the notification referred to in the preceding paragraph are each deemed to have been granted the licensing referred to in Article 3, paragraph (1).
