This Act comes into effect as of the date of promulgation; provided, however, that the provisions in Article 3 that amend Article 18 of the Maternal and Child Health Act (excluding the part replacing "or cities with public health centers" with ", cities with public health centers, or special wards") come into effect on January 1, 1995, and the provisions of Articles 2, 4, 5, 7, 9, 11, 13, 15, 17, 18 and 20 and the provisions of Articles 3 through 11, Articles 23 through 37 and Article 39 of the Supplementary Provisions come into effect on April 1, 1997.
