第二条（支給要件等に関する暫定措置）
During the period from January 1 to December 31, 1992, the phrase "a child under the age of three (for a child born on the first day of a month, a child for whom three years have not elapsed from the date of birth; the same applies hereinafter)" in Article 4, paragraph (1), item (i), (a) of the Child Allowance Act after amendment (hereinafter referred to as the "New Act") is deemed to be replaced with "a child born on or after January 2, 1991", the phrase "a child under the age of three" in (b) of that item is deemed to be replaced with "a child under the age of five (for a child born on the first day of a month, a child for whom five years have not elapsed from the date of birth; the same applies hereinafter)", the phrase "under the age of three" in Article 6, paragraph (1), item (i) of the New Act is deemed to be replaced with "born on or after January 2, 1991", the phrase "where there is a child aged three or older (for a child born on the first day of a month, a child for whom three years have elapsed from the date of birth; the same applies hereinafter)" in item (ii) of that paragraph is deemed to be replaced with "where there is a child born on or before January 1, 1991 (including the case where every child under the requirements for payment is a child born on or before January 1, 1991)", the phrase "one child aged three or older" in that item is deemed to be replaced with "one child born on or before January 1, 1991", the phrase "from the amount obtained by multiplying by the number of children under the age of three" in that item is deemed to be replaced with "from the amount obtained by multiplying by the number of children born on or after January 2, 1991", the phrase "where there are two or more children aged three or older" in that item is deemed to be replaced with "where there are two or more children born on or before January 1, 1991 (including the case where every child under the requirements for payment is a child born on or before January 1, 1991)", and the phrase "the amount obtained by multiplying by the number, among them, of children under the age of three" in that item is deemed to be replaced with "the amount obtained by multiplying by the number, among them, of children under the age of five (if every child under the requirements for payment is a child under the age of five, the amount obtained by deducting 5,000 yen from the amount obtained by multiplying 10,000 yen by the number obtained by subtracting one from the number of those children under the age of five, and if one of the children under the requirements for payment is a child aged five or older (for a child born on the first day of a month, a child for whom five years have elapsed from the date of birth), the amount obtained by deducting 5,000 yen from the amount obtained by multiplying 10,000 yen by the number, among the children under the requirements for payment, of children under the age of five)".
平成四年一月一日から同年十二月三十一日までの間においては、改正後の児童手当法（以下「新法」という。）第四条第一項第一号イ中「三歳に満たない児童（月の初日に生まれた児童については、出生の日から三年を経過しない児童とする。以下同じ。）」とあるのは「平成三年一月二日以後に生まれた児童」と、同号ロ中「三歳に満たない児童」とあるのは「五歳に満たない児童（月の初日に生まれた児童については、出生の日から五年を経過しない児童とする。以下同じ。）」と、新法第六条第一項第一号中「三歳に満たない」とあるのは「平成三年一月二日以後に生まれた」と、同項第二号中「三歳以上の児童（月の初日に生まれた児童については、出生の日から三年を経過した児童とする。以下同じ。）がいる場合」とあるのは「平成三年一月一日以前に生まれた児童がいる場合（当該支給要件児童のすべてが平成三年一月一日以前に生まれた児童である場合を含む。）」と、「三歳以上の児童が一人」とあるのは「平成三年一月一日以前に生まれた児童が一人」と、「三歳に満たない児童の数を乗じて得た額から」とあるのは「平成三年一月二日以後に生まれた児童の数を乗じて得た額から」と、「三歳以上の児童が二人以上いる場合」とあるのは「平成三年一月一日以前に生まれた児童が二人以上いる場合（当該支給要件児童のすべてが平成三年一月一日以前に生まれた児童である場合を含む。）」と、「のうち三歳に満たない児童の数を乗じて得た額」とあるのは「のうち五歳に満たない児童の数を乗じて得た額（当該支給要件児童のすべてが五歳に満たない児童である場合は、一万円に当該五歳に満たない児童の数より一を減じた数を乗じて得た額から、五千円を控除して得た額とし、当該支給要件児童のうちに五歳以上の児童（月の初日に生まれた児童については、出生の日から五年を経過した児童とする。）が一人いる場合は、一万円に当該支給要件児童のうち五歳に満たない児童の数を乗じて得た額から、五千円を控除して得た額とする。）」とする。
