Supplementary Provisions, Article 1Effective Date, etc.
第一条（施行期日等）
This Act comes into effect on the date of promulgation.
この法律は、公布の日から施行する。
The provisions of Article 7, paragraphs (1) and (4) and Article 8, paragraph (4) of the Supplementary Provisions of the Child Allowance Act as amended by this Act (hereinafter referred to as the "New Act") apply as of April 1, 2004.
この法律による改正後の児童手当法（以下「新法」という。）附則第七条第一項及び第四項並びに第八条第四項の規定は、平成十六年四月一日から適用する。

第二条（支給及び額の改定に関する経過措置）
If a person set forth in the following items makes, by September 30, 2004, a claim for certification under Article 7, paragraph (1) of the New Act as applied mutatis mutandis pursuant to Article 7, paragraph (4) of the Supplementary Provisions of the New Act (including where it is applied with terms replaced pursuant to Article 17, paragraph (1) of the New Act), payment of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act to that person begins in the month specified in the relevant item, notwithstanding Article 8, paragraph (2) of the New Act as applied mutatis mutandis pursuant to paragraph (4) of that Article:
a person who meets, on April 1, 2004, the requirements for payment of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act, and for whom, on that date, every child aged three or over before completion of the third grade of elementary school prescribed in item (i), (a) of that paragraph that the person is raising (hereinafter referred to as "child aged three or over before completion of the third grade of elementary school") is a child who has passed the first March 31 on or after the day on which the child reaches the age of six and is within the period up to the first March 31 on or after the day on which the child reaches the age of nine (hereinafter referred to as "child after entry to elementary school and before completion of its third grade"): April 2004;
平成十六年四月一日において新法附則第七条第一項の給付の支給要件に該当している者であって、同日において、その者が養育する同項第一号イに規定する三歳以上小学校第三学年修了前の児童（以下「三歳以上小学校第三学年修了前の児童」という。）のすべてが、六歳に達する日以後の最初の三月三十一日を経過し、九歳に達する日以後の最初の三月三十一日までの間にある児童（以下「小学校就学後第三学年修了前の児童」という。）であるもの 平成十六年四月
a person who has come to meet the requirements for payment of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act during the period from April 1, 2004 to September 30, 2004, and for whom, on the day on which the person came to meet those requirements, every child aged three or over before completion of the third grade of elementary school that the person is raising is a child after entry to elementary school and before completion of its third grade: the month following the month that includes the day on which that person came to meet the requirements for payment of the benefit under that paragraph.
平成十六年四月一日から同年九月三十日までの間に新法附則第七条第一項の給付の支給要件に該当するに至った者であって、当該支給要件に該当するに至った日において、その者が養育する三歳以上小学校第三学年修了前の児童のすべてが小学校就学後第三学年修了前の児童であるもの その者が同項の給付の支給要件に該当するに至った日の属する月の翌月
If a person set forth in the following items makes, by September 30, 2004, a claim for certification under Article 9, paragraph (1) of the New Act as applied mutatis mutandis pursuant to Article 7, paragraph (4) of the Supplementary Provisions of the New Act, the amount of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act for that person is revised from the month specified in the relevant item, notwithstanding Article 9, paragraph (1) of the New Act as applied mutatis mutandis pursuant to paragraph (4) of that Article:
a person for whom the amount of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act has come to be increased by reason of actually raising, on April 1, 2004, a child after entry to elementary school and before completion of its third grade: that month;
平成十六年四月一日において現に小学校就学後第三学年修了前の児童を養育していることにより新法附則第七条第一項の給付の額が増額することとなるに至った者 同月
a person for whom the amount of the benefit under Article 7, paragraph (1) of the Supplementary Provisions of the New Act has come to be increased by reason of having come to raise a child after entry to elementary school and before completion of its third grade during the period from April 1, 2004 to September 30, 2004: the month following the month that includes the day on which the person came to raise that child after entry to elementary school and before completion of its third grade.
平成十六年四月一日から同年九月三十日までの間に小学校就学後第三学年修了前の児童を養育することとなったことにより新法附則第七条第一項の給付の額が増額することとなるに至った者 当該小学校就学後第三学年修了前の児童を養育することとなった日の属する月の翌月
Supplementary Provisions, Article 3
第三条
The provisions of the preceding Article apply mutatis mutandis to payment and revision of the amount pertaining to the benefit under Article 8, paragraph (1) of the Supplementary Provisions of the New Act. In this case, in paragraph (1) of the preceding Article, the phrase "Article 7, paragraph (4) of the Supplementary Provisions" is deemed to be replaced with "Article 8, paragraph (4) of the Supplementary Provisions", "Article 7, paragraph (1) of the Supplementary Provisions" with "Article 8, paragraph (1) of the Supplementary Provisions", and "item (i), (a) of that paragraph" with "Article 7, paragraph (1), item (i), (a) of the Supplementary Provisions of the New Act", and in paragraph (2) of the preceding Article, "Article 7, paragraph (4) of the Supplementary Provisions" is deemed to be replaced with "Article 8, paragraph (4) of the Supplementary Provisions" and "Article 7, paragraph (1) of the Supplementary Provisions" with "Article 8, paragraph (1) of the Supplementary Provisions".
