Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of the day specified by Cabinet Order within a period not exceeding six months from the date of promulgation.
この法律は、公布の日から起算して六月を超えない範囲内において政令で定める日から施行する。

第二条（中小企業等経営強化法の一部改正に伴う経過措置）
With regard to an application for certification of a plan for developing new business fields through collaboration between different fields under Article 16, paragraph (1) of the Act on Strengthening the Management of Small and Medium-Sized Enterprises, etc. prior to its amendment by the provisions of Article 2 (hereinafter referred to as the "Pre-amendment SME Management Strengthening Act") that was filed before the date on which this Act comes into effect (hereinafter referred to as the "Effective Date") and for which, at the time this Act comes into effect, no disposition as to whether to grant the certification has yet been made, the provisions then in force continue to govern with respect to the disposition of certification.
この法律の施行の日（以下「施行日」という。）前にされた第二条の規定による改正前の中小企業等経営強化法（以下「改正前中小強化法」という。）第十六条第一項の異分野連携新事業分野開拓計画の認定の申請であって、この法律の施行の際、まだその認定をするかどうかの処分がされていないものについての認定の処分については、なお従前の例による。
With regard to a plan for developing new business fields through collaboration between different fields that is actually certified under Article 16, paragraph (1) of the Pre-amendment SME Management Strengthening Act at the time this Act comes into effect, and a plan for developing new business fields through collaboration between different fields that receives, on or after the Effective Date, certification under Article 16, paragraph (1) of the Pre-amendment SME Management Strengthening Act with the provisions then in force continuing to govern pursuant to the preceding paragraph, the certification of a change to the plan, the notification of a minor change and the rescission of certification, the special provisions of the Small and Medium-sized Enterprise Credit Insurance Act (Act No. 264 of 1950), the special provisions of the Small and Medium-sized Enterprise Investment Business Corporation Act (Act No. 101 of 1963), the special provisions of the Japan Finance Corporation Act (Act No. 57 of 2007), the special provisions of the Act on Rationalization of Distribution of Food, etc. and Proper Transactions (Act No. 59 of 1991), and the collection of reports, the provisions then in force continue to govern.
Supplementary Provisions, Article 3
第三条
The provisions of Article 24, paragraph (1), item (i) and paragraph (2) (limited to the part pertaining to Article 24, paragraph (1), item (i)) of the Act on Strengthening the Management of Small and Medium-Sized Enterprises, etc. as amended by the provisions of Article 2 (hereinafter referred to as the "Amended SME Management Strengthening Act") apply to an approved management innovation project prescribed in Article 22, paragraph (1) of the Amended SME Management Strengthening Act that is carried out in accordance with a management innovation plan for which approval under Article 14, paragraph (1) of the Amended SME Management Strengthening Act or approval of a change under Article 15, paragraph (1) of the Amended SME Management Strengthening Act has been obtained on or after the Effective Date.
第二条の規定による改正後の中小企業等経営強化法（以下「改正後中小強化法」という。）第二十四条第一項第一号及び第二項（同号に係る部分に限る。）の規定は、施行日以後に改正後中小強化法第十四条第一項の承認又は改正後中小強化法第十五条第一項の変更の承認を受けた経営革新計画に従って行われる改正後中小強化法第二十二条第一項に規定する承認経営革新事業について適用する。

第四条
With regard to the business of the Organization for Small and Medium Enterprises and Regional Innovation, JAPAN relating to a factory, place of business or facility that the Organization for Small and Medium Enterprises and Regional Innovation, JAPAN is actually developing, leasing or managing at the time this Act comes into effect pursuant to Article 72, paragraph (1), each item and paragraph (2), item (i) of the Pre-amendment SME Management Strengthening Act, the provisions of Article 72 of the Pre-amendment SME Management Strengthening Act remain in force on and after the Effective Date.
この法律の施行の際現に改正前中小強化法第七十二条第一項各号及び第二項第一号の規定により独立行政法人中小企業基盤整備機構が整備又は賃貸若しくは管理を行っている工場、事業場又は施設に係る独立行政法人中小企業基盤整備機構の業務については、同条の規定は、施行日以後も、なおその効力を有する。

第十一条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before this Act (or, for the provisions set forth in the items of Article 1 of the Supplementary Provisions, those provisions) comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.
この法律（附則第一条各号に掲げる規定にあっては、当該規定）の施行前にした行為及びこの附則の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。

第十二条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary in connection with the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
この附則に定めるもののほか、この法律の施行に伴い必要な経過措置（罰則に関する経過措置を含む。）は、政令で定める。
Supplementary Provisions, Article 13Review
第十三条（検討）
The Government is to, with five years after this Act comes into effect as a target, take into account the implementation status of the provisions as amended by this Act and, if it finds it necessary, review those provisions and take necessary measures based on the results.
政府は、この法律の施行後五年を目途として、この法律による改正後の規定の実施状況を勘案し、必要があると認めるときは、当該規定について検討を加え、その結果に基づいて必要な措置を講ずるものとする。
