A company or individual whose main business is in an industry and that is within that industry's size limit — a company with stated capital or total contributions of no more than 300 million yen, or a company or individual with no more than 300 regular employees, in manufacturing, construction, transport and most other industries; 100 million yen or 100 employees in wholesale; 50 million yen or 100 employees in services; 50 million yen or 50 employees in retail; or the limits a Cabinet Order (政令) sets for the industries it names — or an enterprise association (企業組合), a cooperative partnership (協業組合), or a business cooperative (事業協同組合), commercial and industrial association (商工組合) or other union set up under a special law, or a federation of them, that a Cabinet Order specifies.

A business operator strengthening its management ability and improving its management by bringing in, and running its business with, ways of making advanced use of the management resources it already has, or of those it obtains from or is provided by another business operator through business succession, etc. (事業承継等) — such as training people with useful knowledge or skills, using the results of analysing its finances or information on demand for goods and services, or building information systems to work more efficiently.
事業者が、事業活動に有用な知識又は技能を有する人材の育成、財務内容の分析の結果の活用、商品又は役務の需要の動向に関する情報の活用、経営能率の向上のための情報システムの構築その他の方法であって、現に有する経営資源（設備、技術、個人の有する知識及び技能その他の事業活動に活用される資源をいう。以下同じ。）又は次に掲げるいずれかの措置（以下「事業承継等」という。）により他の事業者から取得した若しくは提供された経営資源を高度に利用するものを導入して事業活動を行うことにより、経営能力を強化し、経営の向上を図ること

A business operator's strengthening of its ability to keep operating when a natural disaster or a serious failure of communications or other infrastructure its business relies on (自然災害等) occurs, by taking measures in advance in light of the effect such an event would have — deciding how to respond, installing equipment that lessens the effect, taking out non-life insurance, working together with others concerned and the like — and by organising itself, holding drills and taking other steps to make those measures work.

基本方針
The basic policy on strengthening the management of small and medium-sized enterprises, etc. that the competent ministers (主務大臣) must set under Article 3, covering new businesses, management innovation and management capacity improvement, the introduction of advanced equipment and business continuity enhancement.
Business continuity enhancement (事業継続力強化) that businesses carry out together.
A new small and medium-sized enterprise, etc. (新規中小企業者等) opening up a new business field by carrying on new business activities (新事業活動) with the help of outside highly skilled personnel (社外高度人材), after receiving investment and guidance from a business that meets requirements an Order of the Ministry of Economy, Trade and Industry (経済産業省令) sets for those whose trade is investing in and guiding such enterprises' new business activities.
新規中小企業者等が、新事業活動に係る投資及び指導を新規中小企業者等に対して行うことを業とする者として経済産業省令で定める要件に該当する者から投資及び指導を受け、社外高度人材（当該新規中小企業者等の役員及び使用人その他の従業者以外の者であって、新事業活動に有用な高度な知識又は技能を有する者として経済産業省令で定める要件に該当する者をいう。以下同じ。）を活用して、新事業活動を行うことにより、新たな事業分野の開拓を図ること

Special small-amount insurance as defined in Article 3-3, paragraph (1) of the Small and Medium-sized Enterprise Credit Insurance Act: credit insurance that Japan Finance Corporation (株式会社日本政策金融公庫) provides to a credit guarantee corporation (信用保証協会) on its guarantees, given without requiring collateral or a guarantor, of borrowing by a small-scale enterprise (小規模企業者) that meets requirements a Ministry of Economy, Trade and Industry Order (経済産業省令) sets and is not already covered by another kind of this insurance, up to a total insured value of 20 million yen per enterprise.
A project for management innovation (経営革新) carried out under an approved management innovation plan (承認経営革新計画).

The authority that approves a management innovation plan (経営革新計画), which Article 72, paragraph (1) sets by the kind of plan: the governor of the prefecture where the main office is, for a plan an individual specified business operator (個別特定事業者) draws up alone; the governor of the prefecture, for one drawn up alone by a district association (地区組合) whose district lies within that prefecture; the governor of the one prefecture concerned, for a joint plan whose representatives all belong to that prefecture as item (iii) sets out; and otherwise the Minister of Economy, Trade and Industry (経済産業大臣) together with the minister in charge of the business the plan covers.

Facilities, equipment, machinery, devices or programs using advanced technology, such as technology that can process far more information than before, that an Order of the Ministry of Economy, Trade and Industry (経済産業省令) specifies as ones whose quick introduction is essential to raising the productivity of small and medium-sized enterprises (中小企業者).
従来の処理に比して大量の情報の処理を可能とする技術その他の先端的な技術を活用した施設、設備、機器、装置又はプログラムであって、それを迅速に導入することが中小企業者の生産性の向上に不可欠なものとして経済産業省令で定めるもの
A plan for management innovation (経営革新) that a specified business operator (特定事業者) draws up, alone or with others, and submits to the administrative agency (行政庁) to be approved as appropriate under Article 14, including one carried out with a union, federation or company it is to set up, by a company formed through its merger, or together with its foreign affiliated corporations, etc. (外国関係法人等).
A plan for management capacity improvement (経営力向上) that a specified business operator, etc. (特定事業者等) draws up, alone or with others, and submits to the competent minister (主務大臣) to be certified as appropriate under Article 17, including one carried out with a cooperative, company or other corporation it is to set up, by a company or corporation formed through its merger, or together with its foreign affiliated corporations, etc. (外国関係法人等).
Any of the measures Article 2, paragraph (10) lists through which a business operator obtains or is provided with another business operator's management resources: an absorption-type or consolidation-type merger, an absorption-type or incorporation-type company split, a share exchange, share transfer or share delivery between specified business operators, etc. (特定事業者等); taking over a business or assets from another such operator; acquiring shares or equity in another such operator that makes it a related business; or setting up a business cooperative (事業協同組合), enterprise association (企業組合) or cooperative partnership (協業組合).
Joint business continuity enhancement (連携事業継続力強化) carried out under a certified joint business continuity enhancement plan (認定連携事業継続力強化計画).

An investment business that an investment limited partnership (投資事業有限責任組合) runs in specified business operators, etc. (特定事業者等), meeting requirements an Order of the Ministry of Economy, Trade and Industry (経済産業省令) sets — such as being mainly in businesses improving their management capacity through business succession, etc. (事業承継等) — and that such an Order specifies as certain to come with guidance on making advanced use of those businesses' management resources.

New business development insurance as defined in Article 3-8, paragraph (1) of the Small and Medium-sized Enterprise Credit Insurance Act: credit insurance that Japan Finance Corporation (株式会社日本政策金融公庫) provides to a credit guarantee corporation (信用保証協会) on its guarantees of a small and medium-sized enterprise's borrowing for researching, developing or commercialising new products or technologies, opening up demand or other costs of opening up new business of the kinds a Ministry of Economy, Trade and Industry Order (経済産業省令) sets, up to a total insured value of 200 million yen per enterprise (400 million yen for cooperatives and certain other associations).

Guidelines on improving management capacity (経営力向上) that a competent minister (主務大臣) may set, in line with the basic policy (基本方針), for a business field under that minister's charge that the minister designates as one where specified business operators, etc. (特定事業者等) particularly need to improve their management capacity.

The work Article 39, paragraph (2) sets out for a body the competent minister (主務大臣) certifies in a business field for which business-field guidelines (事業分野別指針) have been set: spreading awareness of and giving training on what those guidelines set, and gathering, organising and analysing information and doing research to keep knowledge of improving management capacity (経営力向上) in that field up to date.

先端設備等導入計画
In Articles 52 and 53, a plan for advanced equipment introduction (先端設備等導入) that a small and medium-sized enterprise (中小企業者) draws up and submits for certification to the specified municipality (特定市町村) where the equipment is to be located.
A small and medium-sized enterprise (中小企業者) that is an individual less than five years into business or a company less than five years from its founding, or an individual or company five to ten years in whose testing and research and other costs a Cabinet Order (政令) names came, in the previous year or business year, to more than the share of its revenue a Cabinet Order sets.
中小企業者であって次の各号のいずれかに該当するもの

In Articles 58 and 59, a plan for joint business continuity enhancement (連携事業継続力強化) that several small and medium-sized enterprises (中小企業者) draw up together, including with their foreign affiliated corporations, etc. (外国関係法人等), and submit through a representative to the Minister of Economy, Trade and Industry (経済産業大臣) to be certified as appropriate.
A person, other than an officer, employee or other worker of the new small and medium-sized enterprise, etc. (新規中小企業者等), who meets requirements an Order of the Ministry of Economy, Trade and Industry (経済産業省令) sets for having advanced knowledge or skills useful for new business activities (新事業活動).

In Articles 20 and 21, the plan for business restructuring investment (事業再編投資) that an investment limited partnership (投資事業有限責任組合) draws up and submits to the Minister of Economy, Trade and Industry (経済産業大臣) to be certified as appropriate.
In Article 22, a credit guarantee corporation's (信用保証協会) guarantee of a debt under Article 3, paragraph (1), Article 3-2, paragraph (1) or Article 3-3, paragraph (1) of the Small and Medium-sized Enterprise Credit Insurance Act for money needed for an approved management innovation project (承認経営革新事業), whose credit insurance Article 22 counts toward a limit of its own, apart from other guarantees, and gives better cover and premium terms.

In Article 61, a credit guarantee corporation's (信用保証協会) guarantee of a debt under Article 3, paragraph (1), Article 3-2, paragraph (1) or Article 3-3, paragraph (1) of the Small and Medium-sized Enterprise Credit Insurance Act for money needed for certified joint business continuity enhancement (認定連携事業継続力強化); Article 61 counts the credit insurance on such guarantees toward a limit of its own, apart from other guarantees, and gives it better cover and premium terms.

A consigning business operator as defined in Article 2, paragraph (4) of the Act on the Promotion of Small and Medium-Sized Contractor Enterprises: a business that, as its trade, entrusts manufacturing, repair, the creation of information products, services or transport work (製造委託等) to a small and medium-sized enterprise smaller than itself — for a corporation, smaller in stated capital or total contributions or in regular employees; for an individual, smaller in regular employees.

In Article 29, a creditor of a transferring company (被承継会社) who, as the company transfers all or part of its business, comes to hold the claim against the transferee instead of against the company, and whom the company may notify of the transfer and call on to object within a set period.

In Article 9 of the supplementary provisions (附則) of Act No. 70 of 2021, 31 March 2023, the last day on which a small and medium-sized enterprise, etc. (中小企業者等) that is not a specified business operator, etc. (特定事業者等) is treated as one for the provisions on improving management capacity (経営力向上).
In Articles 6 and 7, a company that is a new small and medium-sized enterprise (新規中小企業者) and meets requirements an Order of the Ministry of Economy, Trade and Industry (経済産業省令) sets for one that especially needs, and is suited, to take in outside investment actively to grow its business.

In Article 22, paragraph (6) and Article 30, paragraph (2), a management capacity improvement-related guarantee (経営力向上関連保証) for money needed for business succession, etc. (事業承継等) under a certified management capacity improvement plan (認定経営力向上計画) that states, under Article 17, paragraph (5), that the specified business operator meets requirements such as net assets of at least a set amount; Article 22, paragraph (6) applies the credit insurance to such a guarantee given without a personal guarantor.
