Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on April 13, 2005 or the date of promulgation, whichever is later.
この法律は、平成十七年四月十三日又は公布の日のいずれか遅い日から施行する。
Supplementary Provisions, Article 2Management Innovation Plans Approved Under the Former Act
第二条（旧法の規定による承認を受けた経営革新計画）
A management innovation plan approved by the administrative agency pursuant to Article 4, paragraph (1) of the Act on Support for Management Innovation of Small and Medium-Sized Enterprises prior to its amendment by this Act (hereinafter referred to as the "Former Act") (or, where a change has been approved pursuant to Article 5, paragraph (1) of the Former Act, the plan as changed) is deemed to be a management innovation plan approved by the administrative agency pursuant to Article 9, paragraph (1) of the Act for Facilitating New Business Activities of Small and Medium-sized Enterprises as amended by this Act (hereinafter referred to as the "New Act").
Supplementary Provisions, Article 3Management Base Strengthening Plans Approved Under the Former Act
第三条（旧法の規定による承認を受けた経営基盤強化計画）
A management base strengthening plan approved by the competent minister pursuant to Article 10, paragraph (1) of the Former Act (or, where a change has been approved pursuant to Article 11, paragraph (1) of the Former Act, the plan as changed) is deemed to be a management base strengthening plan approved by the competent minister pursuant to Article 16, paragraph (1) of the New Act.
旧法第十条第一項の規定により主務大臣の承認を受けた経営基盤強化計画（旧法第十一条第一項の規定による変更の承認があったときは、その変更後のもの）は、新法第十六条第一項の規定により主務大臣の承認を受けた経営基盤強化計画とみなす。

第四条（中小企業の創造的事業活動の促進に関する臨時措置法及び新事業創出促進法の廃止）
The following Acts are repealed:
次に掲げる法律は、廃止する。
the Act on Temporary Measures for the Promotion of Creative Business Activities of Small and Medium-Sized Enterprises (Act No. 47 of 1995);
中小企業の創造的事業活動の促進に関する臨時措置法（平成七年法律第四十七号）
the Act on Promotion of Creation of New Businesses (Act No. 152 of 1998).
新事業創出促進法（平成十年法律第百五十二号）
Supplementary Provisions, Article 18Transitional Measures Concerning Penal Provisions
第十八条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of Article 5, paragraph (4) and Article 12, paragraph (4) of the Supplementary Provisions, the provisions then in force continue to govern.
この法律の施行前にした行為並びに附則第五条第四項及び第十二条第四項の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 19Delegation to Cabinet Order
第十九条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。

The authority that approves a management innovation plan (経営革新計画), which Article 72, paragraph (1) sets by the kind of plan: the governor of the prefecture where the main office is, for a plan an individual specified business operator (個別特定事業者) draws up alone; the governor of the prefecture, for one drawn up alone by a district association (地区組合) whose district lies within that prefecture; the governor of the one prefecture concerned, for a joint plan whose representatives all belong to that prefecture as item (iii) sets out; and otherwise the Minister of Economy, Trade and Industry (経済産業大臣) together with the minister in charge of the business the plan covers.
