The provisions of Article 23, paragraph (3) and Article 23-2 of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers as amended by the provisions of Article 1 (referred to as the "new Worker Dispatching Act" in the following Article) apply to the rate of assignment to close clients prescribed in that Article for business years beginning on or after the effective date.
