Supplementary Provisions, Article 1Effective Date
第一条(施行期日)
This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates specified respectively in those items.
この法律は、公布の日から起算して六月を超えない範囲内において政令で定める日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
the provisions of Article 2 and the provisions of Articles 11 and 13 of the Supplementary Provisions: the day on which three years have elapsed, counting from the date on which this Act comes into effect (referred to below as "the effective date").

Supplementary Provisions, Article 2Stable Employment for Dispatched Workers
第二条(派遣労働者の雇用の安定)
The government must endeavor to take the necessary measures, such as enhancing the employment placement provided by public employment security offices or employment placement business operators (meaning employment placement business operators prescribed in Article 4, paragraph (7) of the Employment Security Act (Act No. 141 of 1947)), in order to achieve stable employment for dispatched workers who will become unable to work through worker dispatch as a result of the enforcement of this Act and for other dispatched workers, and to support business owners in securing labor.
Supplementary Provisions, Article 3Review
第三条(検討)
Approximately three years after this Act comes into effect, the government is to review the provisions of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers and other Acts as amended by this Act, including measures for the further protection of dispatched workers, taking into consideration the status of enforcement of those provisions and other circumstances, and, if it finds it necessary, is to take required measures based on the results of that review.
政府は、この法律の施行後三年を目途として、この法律による改正後の労働者派遣事業の適正な運営の確保及び派遣労働者の保護等に関する法律等の規定の施行の状況等を勘案し、更なる派遣労働者の保護のための方策を含め、これらの法律の規定について検討を加え、必要があると認めるときは、その結果に基づいて所要の措置を講ずるものとする。
Taking into account the provisions of the preceding paragraph, and in view of the importance of protecting dispatched workers, the government is to promptly review the matters found to be particularly necessary from the viewpoint of protecting dispatched workers, such as how the responsibilities of clients should be framed.
After this Act comes into effect, the government is to promptly review how worker dispatch involving persons who are not workers employed on a regular basis should be framed, how worker dispatch for work of manufacturing goods should be framed, and how specified worker dispatching services (meaning the specified worker dispatching services prescribed in Article 2, item (v) of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers) should be framed, taking into consideration the status of enforcement of the provisions of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers and other Acts as amended by this Act, the actual state of work of elderly persons, and other circumstances.
政府は、この法律の施行後、この法律による改正後の労働者派遣事業の適正な運営の確保及び派遣労働者の保護等に関する法律等の規定の施行の状況、高齢者の就業の実態等を勘案し、常時雇用する労働者でない者についての労働者派遣の在り方、物の製造の業務についての労働者派遣の在り方及び特定労働者派遣事業(労働者派遣事業の適正な運営の確保及び派遣労働者の保護等に関する法律第二条第五号に規定する特定労働者派遣事業をいう。)の在り方について、速やかに検討を行うものとする。
Supplementary Provisions, Article 4Transitional Measures Concerning License Revocation, etc. for General Worker Dispatching Services
第四条(一般労働者派遣事業の許可の取消し等に関する経過措置)
With regard to the revocation of a license, an order for the discontinuance of business, or an order for the suspension of business against a person that, at the time this Act comes into effect, is engaged in worker dispatching services having obtained a license or having submitted a written notification under the provisions of the Act on Securing the Proper Operation of Worker Dispatching Businesses and Improving the Working Conditions of Dispatched Workers prior to its amendment by the provisions of Article 1 or the Act on Employment Security of Elderly Persons prior to its amendment by the provisions of Article 4 (referred to as the "former Act on Employment Security of Elderly Persons" in Article 7 of the Supplementary Provisions), the provisions then in force continue to govern with respect to grounds that arose before this Act comes into effect.
この法律の施行の際現に第一条の規定による改正前の労働者派遣事業の適正な運営の確保及び派遣労働者の就業条件の整備等に関する法律又は第四条の規定による改正前の高年齢者等の雇用の安定等に関する法律(附則第七条において「旧高年齢者等雇用安定法」という。)の規定により許可を受けて、又は届出書を提出して労働者派遣事業を行っている者に対する許可の取消し若しくは事業の廃止の命令又は事業の停止の命令に関しては、この法律の施行前に生じた事由については、なお従前の例による。
Supplementary Provisions, Article 5Transitional Measures Concerning Limits on Staffing Providers' Worker Dispatch to Close Clients
第五条(派遣元事業主の関係派遣先に対する労働者派遣の制限に関する経過措置)
The provisions of Article 23, paragraph (3) and Article 23-2 of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers as amended by the provisions of Article 1 (referred to as the "new Worker Dispatching Act" in the following Article) apply to the rate of assignment to close clients prescribed in that Article for business years beginning on or after the effective date.
Supplementary Provisions, Article 6Transitional Measures Concerning the Prohibition on Worker Dispatch Using Day Workers and Workers Separated from Employment
第六条(日雇労働者及び離職した労働者についての労働者派遣の禁止に関する経過措置)
The provisions of Article 35-3, paragraph (1), Article 35-4, and Article 40-6 of the new Worker Dispatching Act apply to worker dispatch carried out based on a staffing contract concluded on or after the effective date.
Supplementary Provisions, Article 8Transitional Measures Concerning Penal Provisions
第八条(罰則に関する経過措置)
With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of paragraph (1) of the preceding Article, the provisions then in force continue to govern.
この法律の施行前にした行為及び前条第一項の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 9Delegation to Cabinet Order
第九条(政令への委任)
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に関し必要な経過措置は、政令で定める。
