第三条
On the day on which one year has elapsed from the Effective Date, the mayor of the municipality of domicile is to enter in the certificate of residence, as the kana reading of the former surname, the characters indicating the reading of the characters used in the former surname pertaining to a person who, at the time this Cabinet Order comes into effect, has a former surname entered in the certificate of residence (excluding a person for whom an entry under paragraph (2) of the preceding Article has been made by the day before that day); in this case, for the application of Articles 30-13 and 30-14 of the Order for the Enforcement of the Residential Basic Book Act and other provisions of laws and regulations to the person for whom that entry has been made, the characters so entered are deemed to be the kana reading of the former surname.
Without delay after the Effective Date, the mayor of the municipality of domicile is to notify a person who, at the time this Cabinet Order comes into effect, has a former surname entered in the certificate of residence of the characters indicating the reading of the characters used in that former surname that the mayor is to enter in that person's certificate of residence under the preceding paragraph.
