第二条（検討）
After the promulgation of this Act, from the perspective of building a sustainable medical insurance system, the government is to conduct a review of optimizing the costs required for medical care, the scope of insurance benefits of medical insurance, and how the costs required for medical care are to be shared in accordance with the ability of subscribers, etc. to bear costs, and to take necessary measures based on the results.
政府は、この法律の公布後において、持続可能な医療保険制度を構築する観点から、医療に要する費用の適正化、医療保険の保険給付の範囲及び加入者等の負担能力に応じた医療に要する費用の負担の在り方等について検討を加え、その結果に基づいて必要な措置を講ずるものとする。
After this Act comes into effect, the government, while verifying the state of operation of national health insurance services, including the factors behind the increase in the costs required for medical care under national health insurance, the efforts of the national government, prefectures and Municipalities toward optimizing those costs, and the efforts of prefectures and Municipalities toward the standardization and greater efficiency of national health insurance services, is to work to further promote those efforts, and, from the perspective of ensuring the sustainable operation of national health insurance, in light also of the state of promotion of those efforts, including how the roles of prefectures and Municipalities are to be divided, is to conduct a review of national health insurance as a whole while paying attention to fairness among medical insurance systems, and to take necessary measures based on the results.
政府は、この法律の施行後において、国民健康保険の医療に要する費用の増加の要因、当該費用の適正化に向けた国、都道府県及び市町村の取組並びに国民健康保険事業の標準化及び効率化に向けた都道府県及び市町村の取組等の国民健康保険事業の運営の状況を検証しつつ、これらの取組の一層の推進を図るとともに、国民健康保険の持続可能な運営を確保する観点から、当該取組の推進の状況も踏まえ、都道府県及び市町村の役割分担の在り方も含め、国民健康保険全般について、医療保険制度間における公平に留意しつつ検討を加え、その結果に基づいて必要な措置を講ずるものとする。
