This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 1 year from the date of promulgation.

①With regard to agricultural cooperatives and federations of agricultural cooperatives that conduct the business of mutual automobile liability insurance prescribed in Article 5 of the Act on Securing Compensation for Automobile Accidents after the amendment (hereinafter referred to as the "Act on Securing Compensation for Automobile Accidents as Amended") (hereinafter referred to as "mutual liability insurance"), the business of providing reinsurance for the mutual insurance liabilities assumed under contracts for mutual liability insurance (hereinafter referred to as "mutual reinsurance"), or the business of providing mutual retrocession for the mutual reinsurance liabilities assumed under contracts for mutual reinsurance (hereinafter referred to as "mutual retrocession") (hereinafter referred to as an "agricultural cooperative, etc."), the provisions of Article 25, Article 27, paragraph (3) and Article 28-3, paragraph (2) of the Act on Securing Compensation for Automobile Accidents as Amended do not apply until the day on which ten years have passed from the date on which this Act comes into effect (hereinafter referred to as the "Effective Date").

②With regard to the application of Article 27, paragraphs (1) and (2) of the Act on Securing Compensation for Automobile Accidents as Amended to an agricultural cooperative, etc. that conducts the business of mutual liability insurance, mutual reinsurance or mutual retrocession (excluding an agricultural cooperative, etc. to which the provisions of the following Article apply), until the day on which ten years have passed from the Effective Date, the phrase "conform to Article 25 and are reasonable and proper" in paragraph (1), item (iii) of that Article is deemed to be replaced with "are reasonable and proper".

The provisions of Article 27, paragraph (1) of the Act on Securing Compensation for Automobile Accidents as Amended do not apply to an agricultural cooperative, etc. that survives a merger of agricultural cooperatives, etc. that, at the time this Act comes into effect, are actually conducting the business of mutual liability insurance, mutual reinsurance or mutual retrocession (hereinafter referred to in this Article as "agricultural cooperatives, etc. already in the business"), an agricultural cooperative, etc. established by a merger of agricultural cooperatives, etc. already in the business, an agricultural cooperative, etc. that has taken over all or part of the business of mutual liability insurance, mutual reinsurance or mutual retrocession from an agricultural cooperative, etc. already in the business, or an agricultural cooperative, etc. that has received a comprehensive transfer of all contracts for mutual liability insurance, mutual reinsurance agreements or mutual retrocession agreements from an agricultural cooperative, etc. already in the business.

The provisions of Article 28-4, paragraph (1) of the Act on Securing Compensation for Automobile Accidents as Amended do not apply to the mutual insurance premiums, mutual insurance proceeds, etc. relating to contracts for mutual liability insurance, mutual reinsurance agreements or mutual retrocession agreements concluded by an agricultural cooperative, etc. (limited to those concluded on or before the day on which ten years have passed from the Effective Date).

①With regard to the application of Article 40, paragraph (2) of the Act on Securing Compensation for Automobile Accidents as Amended in the case where the government insures, pursuant to that paragraph, the mutual insurance liabilities, mutual reinsurance liabilities or mutual retrocession liabilities borne by an agricultural cooperative, etc., until the day on which ten years have passed from the Effective Date, the phrase "motorized bicycle" in that paragraph is deemed to be replaced with "light motor vehicle and motorized bicycle".

②In the case of applying the provisions of Article 40, paragraph (2) and Article 50 of the Act on Securing Compensation for Automobile Accidents as Amended to the mutual insurance liabilities, mutual reinsurance liabilities or mutual retrocession liabilities that an agricultural cooperative, etc. bears under contracts for mutual liability insurance, mutual reinsurance agreements or mutual retrocession agreements concerning light motor vehicles, those provisions apply to the mutual insurance liabilities, mutual reinsurance liabilities or mutual retrocession liabilities relating to the contracts for the mutual liability insurance concerned that are concluded on or after the day on which ten years have passed from the Effective Date.

An insurance exemption sticker issued or re-issued under the provisions of Article 10-2, paragraph (1) of the Act on Securing Compensation for Automobile Accidents before the amendment, or of Article 9-2, paragraph (4) as applied mutatis mutandis pursuant to Article 10-2, paragraph (4) of that Act, is deemed to be an insurance/mutual insurance exemption sticker issued or re-issued under the provisions of Article 10-2, paragraph (1) of the Act on Securing Compensation for Automobile Accidents as Amended, or of Article 9-2, paragraph (4) as applied mutatis mutandis pursuant to Article 10-2, paragraph (4) of that Act.

With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.

Beyond what is provided for in Article 2 through the preceding Article of the Supplementary Provisions, the transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.
