This Act comes into effect as of October 1, 1973.

With regard to a light motor vehicle subject to inspection for which a notification of use under Article 97-3, paragraph (1) of the Former Act is in effect at the time this Act comes into effect and on which no inspection mark is displayed pursuant to Article 2, paragraph (1) of the Supplementary Provisions, the automobile is deemed to be a light motor vehicle not subject to inspection, and Article 9-2 of the Act on Securing Compensation for Automobile Accidents as amended by the preceding Article (including where applied mutatis mutandis pursuant to Article 54-7 of that Act) and Article 9-3 of that Act (including where applied mutatis mutandis pursuant to Article 54-8, paragraph (3) of that Act) (including the penal provisions for acts violating these provisions), and Article 54-8, paragraph (2) of that Act apply.

With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.
