①This Act comes into effect on October 1, 1970.

②Article 19-2 as amended (including where applied mutatis mutandis pursuant to Article 54-5, paragraph (1) as amended) applies to contracts for liability insurance or contracts for mutual liability insurance concluded after this Act comes into effect, and Articles 55 and 56 as amended apply to mutual insurance liability, mutual reinsurance liability, or mutual re-reinsurance liability under contracts for mutual liability insurance concluded after this Act comes into effect.

①A person that has obtained the permission under Article 55 before the amendment must administer the automobile damage compensation payment reserve that the person is accumulating at the time this Act comes into effect pursuant to the provisions of Article 57 before the amendment, in accordance with the provisions of Article 58 before the amendment, in order to apply it to compensation for damage under Article 3 in respect of an automobile covered by the permission under Article 55 before the amendment, where the liability arose before this Act came into effect.

②The provisions then in force continue to govern statutory liens under the provisions of Article 60 before the amendment that exist at the time this Act comes into effect.

③The provisions then in force continue to govern provisional payouts relating to an accident arising from the operation of an automobile covered by the permission under Article 55 before the amendment, which occurred before this Act came into effect.

④The provisions then in force continue to govern a notification under Article 67, paragraph (2) before the amendment (including where applied mutatis mutandis pursuant to Article 68, paragraph (2) before the amendment) in a case where the permission under Article 55 before the amendment ceased to be effective before this Act came into effect; provided, however, that a certificate of automobile liability self-insurance need not be attached.

⑤If a person that has obtained the permission under Article 55 before the amendment has concluded a contract for liability insurance or a contract for mutual liability insurance for an automobile that was covered by the permission under that Article on the day before the day this Act comes into effect, the person must notify the Director of the Land Transport Bureau having jurisdiction over the location of the principal place of use of that automobile to that effect within seven days.

⑥The provisions then in force continue to govern the collection of reports from, and on-site inspections of, a person that has obtained the permission under Article 55 before the amendment, where necessary for an investigation concerning compensation for damage relating to an accident arising from the operation of an automobile covered by the permission under that Article, which occurred before this Act came into effect.

⑦The provisions then in force continue to govern the payment of the shared charges under the Program Guaranteeing Compensation for Automobile Accidents under the provisions of Article 78 before the amendment, for which the ground for payment arose before this Act came into effect, as well as the measures to collect arrears of those shared charges and the order of priority of the statutory liens for them.

⑧Notwithstanding Article 82-2 as amended, an insurer or cooperative cannot obtain exemption from indemnifying or paying under that Article with respect to a contract for liability insurance or a contract for mutual liability insurance concluded before this Act comes into effect.

⑨The provisions then in force continue to govern the application of penal provisions to acts committed before this Act comes into effect, and to acts committed after this Act comes into effect that relate to the collection of reports and on-site inspections for which the provisions then in force are to continue to govern pursuant to the provisions of paragraph (6).
