A person who intends to engage in the business of issuing motor vehicle registration number plates to owners of registered motor vehicles must obtain designation from the Minister of Land, Infrastructure, Transport and Tourism for each place of business.
自動車登録番号標を登録自動車の所有者に交付する業を行おうとする者は、事業場ごとに、国土交通大臣の指定を受けなければならない。
Conditions or time limits may be attached to the designation under the preceding paragraph, and may be changed.
前項の指定には、条件又は期限を附し、及びこれを変更することができる。
The conditions or time limits under the preceding paragraph must be limited to the minimum necessary for the proper issuance of motor vehicle registration number plates by a person designated pursuant to paragraph (1) (hereinafter referred to as a "motor vehicle registration number plate issuing agent"), and must not impose any unjust obligation on that motor vehicle registration number plate issuing agent.
