The provisions of Articles 40 through 42 apply mutatis mutandis to the use of motor vehicles used in places other than roads that transport a large number of persons, and other motor vehicles specified by Cabinet Order as being particularly important in terms of safety or pollution prevention or other conservation of the environment.
