The Organization must, before commencing its operations, prepare a statement of business procedures and obtain approval from the Minister of Land, Infrastructure, Transport and Tourism. The same applies when it intends to change the statement.

The matters to be stated in the statement of business procedures are prescribed by Order of the Ministry of Land, Infrastructure, Transport and Tourism.
