The Minister of Land, Infrastructure, Transport and Tourism may, when finding that, for a certain range of motor vehicles or light motor vehicles exempt from inspection, the structure, equipment or performance may not conform to the safety standards because accidents are occurring at a significant rate or for other reasons, give public notice, specifying a period, that those motor vehicles or light motor vehicles exempt from inspection are to undergo an extraordinary inspection under the following paragraph.
The user of a motor vehicle relating to the public notice under the preceding paragraph (limited to registered motor vehicles, and light motor vehicles subject to inspection and two-wheeled small-sized motor vehicles that have been designated a vehicle number; the same applies hereinafter in this Article) or of a light motor vehicle exempt from inspection must, within the period under that paragraph relating to that public notice, present that motor vehicle or light motor vehicle exempt from inspection and undergo the extraordinary inspection conducted by the Minister of Land, Infrastructure, Transport and Tourism; provided, however, that for a motor vehicle relating to the public notice under that paragraph for which a motor vehicle inspection certificate whose validity period expires before the last day of the period under that paragraph relating to that public notice has been issued, the time for undergoing the extraordinary inspection may be the time of intending to use it after the expiry of that validity period.
The provisions of Article 59, paragraph (3), the second sentence of paragraph (1) of the preceding Article and paragraph (2) of that Article apply mutatis mutandis to extraordinary inspection.
A motor vehicle inspection certificate relating to a motor vehicle relating to the public notice under paragraph (1) that has not undergone an extraordinary inspection within the period under that paragraph relating to that public notice, and that is valid on the last day of that period, loses its effect after that period elapses. In this case, the user of that motor vehicle must promptly return that motor vehicle inspection certificate to the Minister of Land, Infrastructure, Transport and Tourism.
When, as a result of the extraordinary inspection, the Minister of Land, Infrastructure, Transport and Tourism finds that the light motor vehicle exempt from inspection conforms to the safety standards, the Minister is to issue an extraordinary inspection pass mark to its user.
A light motor vehicle exempt from inspection relating to the public notice under paragraph (1) must not be used for operation, within the period specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism that follows the period under that paragraph relating to that public notice, unless it displays an extraordinary inspection pass mark as prescribed by Order of the Ministry of Land, Infrastructure, Transport and Tourism.
The provisions of paragraphs (2) and (4) do not apply to a motor vehicle relating to the public notice under paragraph (1) that has undergone a new inspection or an inspection for change of structure, etc. on or after the date of that public notice and by the last day of the period under that paragraph relating to that public notice, or to the motor vehicle inspection certificate relating to it.
